development Our levels of productivity are below almost all European countries as well as the United States We need a determined effort from government and in dustryto improve our productivity where force than in West Germany Italy and Great Britain combined That means we must create jobs We might be able to simply concentrate only on things that do better than anyone else in the international economy We could concentrate on producing raw materials That might give us a very high return per worker if we could alter our population levels to corre spond to the low levels of manpower required for such a policy Such an approach might make sense in a country like Sweden which has a de clining labor force Hut given the levels of our population a policy of concentrating on natural resources in productivity at the unemployment the extractive i industries now employ very few work ers they are not as an economist would say labor intensive This is why Eric Kierans is saying that in the longer view we must concentrate on policies which will lead to greater employment have given igcmcnt than manufacturing Is that the proper order of priorities We have split the economic decision making in government among several ministries Should not have a unified over all direction of economic decisions Above all should we not be looking at policy in terms of or 10 years planning periods rather than from year lo year My hope is that this resignation will lead to a greater discussion the Liberal Party and in the country or the difficult choices in econ omic policy which confront us not simply in
