ence in Ottawa In the past national party conferences have usually been social and formal affairs The resolu tions passed by such conferences were carefully framed by the party leader ship and received an overwhelming endorsement from the party delegates This year the Liberal party tried to organize its conference dif ferently It wanted to make the con ference part of the politics of parti cipation and develop channels of communication which permit and en courage a continuous by citizens in government decisions The conference was the third stage in a program which started over a year ago with the Harrison Springs confer ence in British Columbia That was a relatively small informal conference bringing together experts and one de legate from each constituency for a discussion of current political prob lems and the choices for the next de cade Policy conferences were then held by the constituency associations to discuss the ideas that came for ward in British Columbia so that the dozen or so delegates coming from Ottawa Report by John Roberts each constituency would be able to represent opinion on their area at the national conference in Ottawa The national convention was given a new format Resolutions were prepared not by a resolutions committee but by the constituency as sociations These resolutions were grouped by subject matter discussed and sometimes amended at workshops New resolutions could be placed on the agenda by a 30 vote Voting on the resolutions was not a simple yes or no delegates could select from a range of decisions from strongly In favor to strongly disagree How did all this work out in practice A little better than we ex pected a little worse than we hope There is no doubt that the delegates task Journalists commented to me several image of the Liberal Party at least from the convention was of caution a desire for reform and change but no clear cut driving prin ciple on which those reforms should My regular readers know that I
