THE ERA WED MAY 13 1070 VOL 119 NO Editorials Metro land grab On the surface Municipal Affairs Minister plan for York Regional Government appears to be a masterpiece of appeasement and diplomacy The plan calls for a more equitable representation by population than the present York County Council setup Certain municipalities will lose all or part of their areas but will retain their local identity Those areas which will be swallowed by larger neighbors were for the most part part and parcel of their larger neighbors in all but name anyway A regional police force will be a reality on Jan 1 some thing which has long been advocated by Yorks elected representatives The York region will have a health unit of its own and not be joined to neighboring Ontario County There will be a regional planning board with committees of council from each of the regions representing loeni interests There will be many other benefits from Mr plan but there is one part of his plan that will require careful scrutiny This is his proposal to turn over to Metro a atrip of land from Ave Metros present northern boundary to the proposed High way This new Toronto bypass runs two to three miles north of Ave Included in this strip is some of Yorks richest industrial assess ment This assessment includes the huge taxrevenue producing CPR and CNR marshalling yards also includes dozens of big new factories which have provided Markham and Townships with a large amount of their tax revenues It could he disastrous to the Region of York to lose ALL of this industrial tax revenue Mr was deliberately hazy as to the exact northern boundary at a press conference held after his May G announcement He said Highway 107 will form the for the boundary line but that a parkland belt would be running on either side of it This parkland could be 1000 feet wide in some places and a mile wide in others It is in this hazy definition of the exact boundary line that leaves York region politicians an opening to negotiate some of these rich tax- revenue producing Industrial sites back into York where they belong If all of this was lost to Metro York would become mainly a residentialcommercialagricullural community not supported by heavy industry Yorks present elected officials must be firm in their to this Metro land grab And after Oct the newlyelected regional council should bo just as firm Mr has left the door open for negotiation and its up to our politicians not to be forced into giving up what is traditionally and rightfully York regions properly SUGAR
