THE BRA WED APRIL 1970 VOL NO 16 Editorials To each his own It is becoming Increasingly obvious the degree of responsibility between the York County Hoard of Education nnd most of the munici palities In the county is getting no better fast The municipalities are screaming that they have no say in school costs and arc simply tax collectors for the school board a beef they have had for years The board on the other hand says the municipalities invite industry and thus residents to their communities without considering how the children from these homes will be educated and in what buildings Both have a point and both have been trying to clarify their job at meetings throughout the county but with little success Surely the powers that be at Queens Park do not have to wait until there is open warfare to make some type of legislation which will allow both parties and the public to clearly define the responsibility for brickbats or bouquets in either area One possible solution would be for each group to assess and collect its own taxes and define in laymans terms where the money was going the present system has too many huts and exceptions in its makeup and is overburdened with administrative jargon Slapping each other on the wrist and crying insult is useless a sharp pair of scissors on many budgetary items would appease the ratepayers and make them a little less antagonistic But each collecting its own taxes is the answer Safety first Well done Aurora Safely Council The announcement that this organization has won first prize in a Canadawide contest for its educational program for pieschool child safety is a welcome one For it may spur other area municipalities to place more emphasis on teaching children safe ways to play in water on their tricycles and in the proper use of playground facilities The cheque the worthy group received will undoubtedly go toward furthering other safety projects 12 Gs to learn to whistle Can you whistle a Bach prelude and fugue without a mem ory slip Can you hum a sonata without sliding into falsetto or basso prof undo nt Rut I about 12000 Trouble is and this is a touchy point in April none of it is deductible Thats what it has cost me over the years to provide a musical education for my family After all that can whistle and hum both of which I could do before Theres something wrong here hut I cant quite figure out what it is wish I hail the in bonds at eight per cent Rut my wife doesnt agree We could have taken a trip around the world for that but she still doesnt agree As far as Im concerned I could have taken that thrown it off the end of the dock and been just as far ahead Once again the only one who agrees with me is I Roth my kids have degrees in piano Roth were talented near but not quite at the concert pianist level Roth eschewed I like that word a career in music because they wanted to be first And they wanted to be free Well theyre free Hugh broke hi middle and can play I Went Down To St James Infirmary with only a few bum notes think Kim could play The Happy Farmer with a couple of days practice Rut perhaps its all been worth it They have learned some thing Hugh has realized that you cant practise the piano when you are waiting table at the Chateau or selling vacuum clean ers Calgary And Kim has rea lized that her piano wont quite fit into threeroom pad in Toronto unless you want to sleep on top of it fact that my wife a former piano teacher has become hooked once again after a lapse of a couple of years on the local music festival Shes going every day and listening intensely to her former students Though shes a bit miffed that some of them are doing extremely well despite the fact that they dont lake lessons from her any more Rut her reports have cheer ed me Things are just the same as they always were I went through years of them and I know the scene intimately The festival mothers are still as friendly as an bishop and a Mormon lay preacher The adjudicator is still rot ten giving the firstplace certificate to the girl who played worst Except when its your daughter or your pupil Then he or she shows an insight into music that is superb The kids are still sailing into their pieces at breakneck speed which they cant possibly maintain and breaking down in the middle while their mothers and teachers turn purple as the youngsters fum ble and throw up their hands and burst into tears Rut perhaps tlie Old Lady is right Those moments at the mus ic festival in other years were the closest to heaven and hell that Ive over experienced with the possible exception of shooting at a conceit- of German tanks which were back at you with bigger guns tin had Ive stopped breathing for as much as a dangerously long two minutes while my son or daughter weaved through a sonatina have gone out afterwards and smoked a complete cigarette in two drags I have called the adjudica tor a slob a cretin moron and sometimes a brilliant judge of the Old Ratlleaxe is right Maybe it was worth Anyway I can whistle three bars of Tschaichovskys something or other Editor Congratulations lo Mr his rcasscssineni of develop in the town I am iu total ment the idea that possible in the interest of taxpayers Incidentally it may bo of interest to the councillors planning high rise to know hat school facilities will increase the edu cational levy on the town and due to oiu provincial equalization factor this increase would be greater than if the development had been in another municipality in the county While you are thinking about it councillors how about appealing
