that doesnt seem to let its left hand know what its right is doing are more to blame for the increasing school costs thnn is the new school administration system The new York County School Boards first budget showed increases will hit the mill rates of all county municipalities but it also showed the county trustees have done best under the system imposed upon them to cut out Nearly half the growth in the cost of running our schools was caused by increased teachers salaries In public schools enrolment went up per cent the number of teachers went up 394 per cent the total salary bill jumped 152 per cent for a 108 per cent raise for the average teacher Similar high statistics show a 61 per cent average raise for teachers Across the province the number of students starting grade and staying to grade 13 climbed from 24 per cent in 1955 to 32 per cent in 1963 the last figures available a steadily increasing number are staying in school and demanding better educations The regional school board was devised to provide these by spreading costs over a broad base and thus offering equal education opportunities in cities and rural areas It was obvious from the beginning that the first year or two would not be easy that there would bo many onetime costs that adjust ments would be needed in grants structures yet this very year when these new boards needed all the help they could get both financial and moral support the Ontario government went on an economy drive to achieve a balanced budget Not only was no money left to smooth out the rough spots of transition the boards existing budget had to be pared to the bone The result substantial lax increases The people hardest hit will be those on fixed incomes who have been provident enough to have retained their own inlaw has been the butt of jokes with a touch of bitterness in them They have been pictured domine ering interfering women ruining the grandchildren breaking up marriages They have been cari catured and raised in County Antrim Ir land and she had most of the traits of that peculiar nice quick to tears and laughter Witty and Quick tongue and temper Warm and fiercely loyal to her own and with a wonderful capacity for giving love Her loved her and her grandchildren adored her and her husband worshipped her She came out to Canada as a young woman beautiful of face and figure with long black curly hair a haughty fineboned Irish look and a warm and lively spirit She sung like an angel She was thrown into a sober puritan community and mar ried a shy young farmer who loved her deeply for years and still Perhaps she was not cut out to be a farm wife Rut pulled her weight She worked and how she worked Milking gar- be It was never a house but home filled with the warmth and love and life that only an unusual person can provide There It wasnt roses all the way She went through depres sion and the mortgages and those rending decisions about whether And she didnt go through it patiently mid submissively She was too Irish She complained like hell nut she didnt whine Her complaints and common sense this is one thing that is seldom attri buted to the Irish and should be produced results Despite her fire she had a wonderful way of coming to terms with the situation whether it was emotional or material or spiritual She bore three handsome children She was pregnant and terribly sick with one of them when she got word that her young husband had lost an arm in a threshing machine She learned that one of was going to marry a brokendown fighter pilot with a total income of a month and no prospects Most mothers would have fought like a tigress to avert or at least postpone the marriage She gave encouragement though her heart must have been sore and it was then that I fell in love with her My instinct was right When my wife attacked me she attacked my wife When I wrote a bum column she told me When there was sickness or trouble she was right there with ancient charms and cures that worked She was not a pious wo man thank God She was virtuous woman and a real Christian She fed tramps gave strength when it was needed ami love without stint Dying she didnt whim per to God Most of her thoughts and words were about those loved She didnt want to leave and fought to the last breath is going to be dif ferent without Granny but I have a feeling she wont be far away
