SHOPLIFTERS She Continued from Page was charged with shoplifting a girdle- She pleaded guilty May Miss was one of two women charged after police investigated shoplift ing complaints from Wool worths and Walkers Department Store in the New market Plaza Hie Retail Council of Canada estimates a shortage rate of per cent of total Canadian sales thats a yearly loss of Most Newmarket merchants havent worked out their losses to a percentage yet but they agree shoplifting is getting Department stores dime stores the meat and drug counters in supermarkets are favorite targets Mostly the people caught shoplifting could pay for he articles they take One woman caught in a plaza store had Women and teenagers are the worst of fenders merchants say Suburban housewives help pad their budgets by lifting toothbrushes and cold cream by switching price tags on meat by pocketing tins of lobster and caviar The teeny hoppers as far as merchants can figure it steal for kicks Although youngsters from poorer homes sometimes steal the latest toys or a piece of glit tering jewellery most offenders can well afford to buy what they steal On school field days the teenagers crowd the shops and lift anything mov able They brag about their conquests later The police department claims that August is the worst month Theyre out of school and theyre tired of holiday ing So they make their own excitement While one store claims to catch two thieves a week the Newmarket police have only about complaints on file this year And not more than six people were actually charged The gap is due mostly to the lenient policy towards children Both stores police are reluctant to charge children in juvenile court Some of the children are too young to spread out in front of them isnt meant to be taken home And for many youngsters the humiliation of being escorted home by the police and punished by their parents is enough to nip their shoplifting career in its infancy Even the teenagers looking for kicks can be sobered by a night in custody and the information that anyone over charged with shoplifting carries a crim inal record for the rest of their life Many store owners dont think that more court convictions will solve their shoplifting problems One manager feels that people have to be reeducated Other customers must see the shop lifters but they rarely report it because they feel it doesnt hurt them They have to be convinced that shoplifters are caus ing prices to rise and that the honest per son will suffer as a result he says In the meantime store owners pace the aisles watching the customers and hoping to catch the gluefingered ones And they get together over coffee and sympathize with each about the ones that got away the woman who disap peared with a dozen slips the man who marched out of a plaza appliance store with a television set the someone who walked away with the gaudy awkward lawn chairs that were on display one mor ning last week but were gone by the afternoon
