impli cations of further unbalanced growth in the light of even tual annexation The planners urge that in the interests of balanced growth the Town take steps to ensure a say in the planning made for surrounding areas that must eventually be incor porated At present the Town has no formal control of ur ban development occurring around It the report points out In this connection it recom mends a study be done to de termine the desirable future boundaries for the urban area The Official Plan of the basis for present planning should also he the subject of a comprehensive review HOUSING As new housing the planners advise that atten tion be given to the type of might warrant removal in terms of the consultants re commendation for urban re newal POOH STREETS Street conditions in Newmar ket come in for pointed criti cism in the report which says they are on the whole unsat isfactory It comments With the exception of Main St Da vis Drive Charles St and a portion of Prospect St all the streets within the corporate limits are of inadequate width based on the current Department of Highways stan dard of a ft paved surface The surface on many of the streets has deteriorated badly and in and Fairy Lake They also suggest that Mil lard St be designated as a collector replacing Queen St and Park Ave which were originally assigned the func tion Millard Ave should also be connected through to Srig- ley St which should replace Queen St as a major collec tor the planners advise SEWERS They note that there are very few storm sewers in the town and advise that trunk The planners point a finger too at fire protection in New market which they say Is rapidly becoming inefficient for a community of such a size A permanent fire fight ing force should be set up as soon as a new fire station has been constructed they advo cate Parks and recreational fa- storm sewers be provided and are thought to be ade- that the Town at the same time carry out considerable improvements to the natural water courses and prepare design standards to ensure that adequate capacity is pro vided in all sewers construct ed in new subdivisions water distribution sys tem is also seen as inadequate on the whole but it is noted that a program of expansion of water distribution and sup ply facilities is being imple mented The report notes that few areas in Newmarket are further than mile from a park But it draws a distinc tion between passive and active parks those provid- ing recreational facilities such as icerinks swimming pools etc and asserts there is a deficiency of the latter Next week The ability of Newmarket finance urban renewal Some noteworthy facts about the town hat em erge from the report New Program To Combat Unskilled Labor Problems NEWMARKET The De partment of Manpower and Immigration has started a unique program called Op eration in coop eration with the provinces of Canada in a new attack on hard core unemployment in Canadas depressed areas The aim of this Action Research program is to motivate disad vantaged workers for more stable and rewarding jobs The target is a portion of the bottom cent of the La bour Force where many wor kers have too little education to enter I he departments reg ular manpower training pro grams According to Garnet Page Director of the program many people in areas of slow economic growth a 1 1 d schools that are by lack of staff and facilities People in these areas often lack the skills altitudes and orientation required for full participation in Canadas changing economy In addi tion many people in slow growth areas are suffering from unsatisfactory social and personal adaptation to school and work values and pat terns Operation NewStart will take a close look at these types of problems The vehicle planned for this program will be ten ex perimental NewStart one to each prov ince of Canada that will ex periment with the new ap proaches to training the dis advantaged the adult drop outs who suffer most from the declining demand for unskill ed labour in Canada This new program which has been developed by the Pilot Projects Branch of the Department of Manpower mil Immigration during past year will be coordinated at community level with ex isting programs and agencies Mr Page points out that the target group of workers gen erally have family incomes under grade to edu cation and probably come from poor schools and have a history of poverty hi their home life In addition he also points out that they in general more health problems than the average Canadian and probably are not used to the demands of regular employ ment Each corpora tion is a nonprofit corporation set up under pro vincial law and jointly owned by the province and the Fed eral Government The two governments pick the execu tive director for each corpor ation There will he close techni cal cooperation between the corporations and the Department of Manpower and Immigration A technical Support group that includes a
