fore Christmas anyway Bakers always gel rid of nasty soiled spots and slams and then they bring our rug back home looking as clean and fresh as a new one Why not call Bakers now and have them clean your rugs before Christmas Youll like their courteous ser vice and fine workmanship Ask for Long Durance PHONE pr EVERY MOW I SATURDAY In addition a series of storm sewers should be con structed to accommodate storm runoff that drains through the area If he downtown to sur vive as an entity the report warns it must be made as pleasant and as convenient to shop and work in as the new shopping centres With onstreet deliveries causing congestion conflicts with vehicles and exposure to the elements the pedestrian is unlikely to be encouraged to shop in the area is the grim contention of the consultants Downtown is defined by the report as bounded by Church St Millard Ave the CNR tracks and and Water Sts However for the pur poses of the study the bound ary was extended to include certain sections where road improvements would be essen tial in the redeveloped circu lation system envisaged NUMBER ONE The number one problem area of Newmarket is thus designated as extending roughly from Lome Ave in the west to Prospect St in the east and from Davis Dr south to the area of Andrew and Preston Sts As the most undesirable feature of the central busi ness district the report rates the physical deterioration of many of the buildings Their unsightliness is especially ap parent when they are viewed from the back A building condition survey revealed that of buildings in the area contained ex tensive structural defects Since the majority of these are located on Main St be tween Park Ave and Timothy St It is felt all the structures In this section would prob ably have to be removed along with other poor build ings where this was econ omically feasible Some would be needed to effect acquisition and clearance of these struct ures it Is estimated In the preparation of any renewal scheme for the town the report urges consideration be given to several factors particular provision should be made for land to accommodate probable future commercial growth as well as for the replacement of the de molished shops The town ought also to re flect on its future role as the seat of County Administra tion with a view to providing for the accommodation Of such additional facilities as may be anticipated and pos sibly of centralizing county administration within the downtown area by relocating offices presently dispersed throughout the town says report The attracting influence of large offices would give Im petus to redevelopment the consultants believe ONE COMPLEX Likewise the activities of the town administration could be advantageously grouped to gether in one complex per haps housing community and cultural facilities as well It is also suggested that the town should strive to ensure that any department store that might be proposed for Newmarket be erected in the downtown Similarly any de veloper proposing to build an hotel should be encouraged to locate downtown if the pro posal makes this feasible To cope with the serious problem of traffic congestion in the area the consultants propose the development of a ring road system comprising Church St and Millard Ave and a new northsouth road paralleling the CNR tracks and extending from Millard St extension to Water and DArcy Sts FEED TRAFFIC To feed traffic into the down town improvements would be required at the intersection of Church St and Millard Ave In addition Church St would have to be extended south to Eagle St and Millard St con nected to St It Is recommended that a portion of Main St be closed off to form a Mall and thai the eastwest streets between and Including Millard Ave and Timothy St either be closed off or arranged to feed adequately the redevelopment area Since it will eventually be necessary to provide grade I The new plant of Elkel Metal Products Ltd at the comer of Kent and the Mulock started a short time ago received municipal wel come Friday noon when company officials members of council and others attended block laying ceremony performed by Mayor Drew Doak Stand ing close by are John Van Den Elzen president and Tom comp troller while Karl secretarytreasurer gives a critical look at the mayors masonry accomplishment separation over the CNR tracks at Millard Ave exten sion and Water St the plan ning of the ring road system should take this and other future contingencies into ac count EXPANDING Moreover the system should be adequately integrated a revised arterial and col lector road system orientated to the expanding north of the town and the proposed High way lo the east The consultants emphasize several times in the report that the town should under take a comprehensive traffic study in order to or amend their suggestions This should be done in con junction with a review of the Official Plan of 1961 the foundation for present plan ning policy in Ihe town Cer tain recommendations in the plan it is thought may have been invalidated by the in vestigations carried out the urban renewal study TOTAL COST The total cost of all road improvements in the down town within the next 20 years is put at about million However due to the avail ability of subsidies for the construction of overpasses the total cost to the town would be cut to an estimated million The cost of purchasing the vacant area along the river and of converting it into parkland is indeterminate It Is noted that as most of this land Is owned by Office Specialty Co the relocation of these offices elsewhere has a great bearing on the rede velopment plan Some would be needed to install sufficient storm sewers in the area to service existing development At present storm sewers are virtually nonexistent Next Week The report des ignates two residential areas adjacent to the downtown as problem areas In need of re habilitation Handcuffed Man Flees In Sutton Police
