been making an urban renewal study of the town The study was undertaken to investigate the urban fabric of Newmarket in order to identify areas of substandard physical ec onomic and social conditions The planner said that three problem areas exist Hie first and most serious of these is the downtown area In this locality the report continued many buildings are in poor physical con dition traffic access and circulation are un satisfactory and the business of many of the smaller commercial establishments has declined considerably as a result of com petition from the recently constructed and
