left in his care He receives per child per day to feed them house them and treat them from the Provincial Government His theory is that an emotionally disturbed child is better able to become a useful member of society by associating with society than it is by being fed housed and treated in an institution Mr Brown is putting his theory into practice then by buying these houses in established parts of communities placing these children in the homes and letting them under the supervision of his appointed counsellors become part of these communities He is breaking no laws he is conforming to provincial regulations and ultimately his efforts will be rewarded in seeing some of the child ren under his care become useful members of society But what of the homeowners of these three municipalities The added burden of these Brown children on the educational facili ties of the municipalities concerned is an unfair burden on the taxpayers who were there before he instituted his program Mr Brown pays his taxes just the same as every other home owner and is therefore entitled to have the children in his care educated at the facilities available But what if the children of longtime homeowners have their educa tion disrupted by having to be transported by bus to a school six miles distant from their homes because the increased number of Brown child ren makes the school they would normally attend too crowded This is unfair to both the children and to the longsuffering tax- payer The situation is particularly acute in East Gwillimbury Heights where two classes from Maple Public Schools Grade will have to attend a school near Park next year East Township cannot do anything about this situa tion because Mr Brown is conforming to zoning bylaws paying his taxes and obviously performing his work with the blessing of the Provincial Government It is therefore the responsibility of the Provincial Government to make certain that the education of the children of longtime residents of East Gwillimbury Heights and the children of residents of other affected communities is not disrupted For if the Provincial Government can afford to pay Mr Brown 2630 per child per day then it can afford to pay for the education of the Brown children without having a disruption in the education of the children of the taxpayer who receives no 2630 per child per day provin
