Department Ottawa THE EDITORIAL PAGE WEDNESDAY THE DAY of SEPTEMBER NINETEEN HUNDRED AND The Customers Always Write The Editor COST OF GOVERNMENT A few months ago Canadians went to the polls to elect a federal government Within a short time Ontario people will elect its own provincial government ac tion being paralleled in various other provinces across the dominion A few later on various municipalities will vote to elect yet other governments councils boards of education utilities commissions etc and etc In total these bodies represent a group of administrators whose numbers very high in comparison with the lotal of taxpayers It has been established that the cost of government in all its many Canadian forms averages about for every man woman and child Should it be possible for an Ontario householder to down and figure out what portion of his or her income goes for taxes no doubt the revelation would be shocking- There is the income tax whose total becomes painfully apparent each April put whose payment has been sugar by the deduction at the source plan Property taxes are so very apparent that real estate is often regarded as bearing too great a burden Then there is the per cent sales tax imposed on practi cally all articles manufactured in Canada as well as the three per cent Ontario sales tax excise taxes on gasoline spirits beer tobacco automobiles and other products and then the amusement tax along with various license fees etc And as The Financial Post mints out are those heavy levies which must he added to production costs by industry to cover the enormous costs of comput ing and collecting taxes TO PROVIDE TEXTBOOKS Education Minister Davis went that starting next year all tax books for Grades and 10 students be provided has been receiving enthusi astic welcomes from all involved Mr Davis said that the move was the first in a program that would eventually probably by provide textbooks for Grades 11 and 12 as well For years this textbook problem has been frustrating parents as books that cost to are good for only one term and often cannot be resold as Having books provided for the stu dents relieves parents particularly where large families are involved of big heavy expense It was once common practice to keep the books so that they could eventually be used by younger members of the families but this became impos sible as education officials began chang ing courses more frequently Under the new system hooks can he used for several years When courses are changed the volume of new books to be purchased would be great enough to reduce the normal per lunik cost There is also greater likelihood of the Depart ment exercising a stabilizing influence on such changes Students will have to be cautioned to take proper care of the textbooks or cover the cost of damages Otherwise the entire program could be abused by thoughtless students who believe be cause the department provides the books they are really free The new system probably also will end the scarcity of some books which works a hardship on some students at the start of each school year The department will double its lextlmok grant per student to local hoards to help cover the cost but soma will still have to he absorbed by munici pal finances Such may be unpopular with civic officials convinced that school costs are far too high now Doubtless per cent of the parents involved at equally as convinced there are other mu nicipal expenditures far leas important that were met first way make any Bono I t paper he Hold or school and iry Township a
