COOPERATION THE KEYNOTE The Town of Newmarket and the Township of East Gwillimbury have again reached an agreement under the terms of which after the payment of certain fees and the satisfying of cer tain conditions the town will again sup ply th township with fire protection services during the coming year Through the activities of the munici pal councils and the planning board there la also considerable cooperation and mutual agreement on building standards both domestic and commercial in the two communities Also there is now a major joint venture for the provision of a sew age treatment plant and the installation of adequate sewage facilities to meet the needs of both municipalities In each instance the agreement has been reached with little argument or municipal horse trading There has been a healthy feel ing of mutual respect and friendship which is typical of the relationship be tween the two contiguous communities It has been said and truly so in many instances that coming events cast their shadows before Perhaps this may be the case in these examples of the cooper ative and joint approach to major prob lems by the two municipalities For what has been accomplished in the three fields of public activity mentioned might well be extended into larger fields of munici pal integration Municipal autonomy is highly prized by those holding it and it is good that this is so A healthy municipal respect and independence is one of the bulwarks of democratic government in this pro vince However there is an everexpand ing area of joint endeavor which many municipalities have found it wise to ex plore It is not necessary to go any fur ther than Metropolitan Toronto for a shining example of this It would be to say that the Metro experiment has been an unqualified success But by the same token it has represented a decided improvement in several fields of administration insofar as the partici pating municipalities are concerned and it represents the thinking of the Ontario government on the field of municipal ad ministration Certainly there would seem to be ar guments with some validity pointing to wards the eventual goal of a degree of Unified administration and municipal co ordination of services in this area It would seem that there would likely be greater efficiency better service and sub stantial savin If this could be attained without sacrifice of local autonomy it would be a decided step forward Thus he instances of joint administrative ap proach to essential services which have already occurred here will be watched with interest by observers of the local municipal field They may well point the Way to the future insofar as area muni cipal administration is concerned The proposal put forward by th mayor is to bring together town council other municipal officials the chamber of commerce and the heads of industry lo cally to meet with representatives of tha Department of Planning and Develop- think of spring ment of the Ontario Government to work out an industrial chart and plan of action for Newmarket Aims are dual to en courage existing industries to expand and to induce new ones to locate here To this latter end the facilities of the Ontario department should and we are sure will be utilized to the utmost While the point was not specifically made at the meeting the federal Depart ment of Trade and Commerce might be interested in participating in the united approach For they too have and efficient facilities for industrial pro motion which they would surely be only too glad to make available to Newmarket on request In fact spearheaded by their Minister Hon George they are at this very moment engaged in a global program to promote Canadian industry and the distribution of Canadian products abroad For this reason alone they must be willing to include Newmarket in their plans Since housing will bulk large In any development that may take place the planning board should likewise be inter ested There are other bodies also who might have a definite role in the picture The important thing is that those with the authority and the knowhow locally are getting together on the matter on an official basis and the active cooperation of higher levels of government is being invited The development is one that holds high hopes indeed for Newmarket and district SPRING IS HERE Forget about snow removal Forget
