Another man was lying on the ground beside the fuel station. "I could hear him screaming," O'Hara said. Emergency crews responded swiftly -- the Water Street marina sits next door to a fire station. According to police, the three people who were on the boat at the time of the explosion are expected to make a full recovery. Underwood said a 53-year-old Oshawa woman received injuries to her feet while her husband, a 56-year-old Oshawa man, suffered only minor injuries and was treated in hospital and released. A 45-year-old Mississauga man received multiple injuries to his back. While the actual cause of the explosion remains undetermined, police said similar incidents have involved improper fuelling procedures. "Powerboats come equipped with blowers and when you refuel a boat you are supposed to activate the blowers to vent out this fuel vapour that builds up from the refuelling process," explained Halton Det. Sgt. Mark Underwood. "If you don't activate those blowers you end up with a combustible gas, as opposed to a combustible liquid, that is in the area of the engine... it is going to be sparked." While Underwood said this type of refuelling mishap is typically behind this kind of explosion he also said it is not the place of Halton police to make that determination as the police investigation is limited to finding out whether the explosion was criminal in nature. The Oakville Fire Department and the Ontario Fire Marshal's office are continuing to investigate. Authorities attempted to remove the wreck from the bottom of the harbor on Monday, however, the remains of the vessel broke apart and only a portion of it was retrieved. Oakville Deputy Fire Chief Brian Durdin said work to extract the rest of the boat continued Tuesday. A clean-up effort to capture and remove fuel, which leaked from the boat, is underway. The clean-up contractor First Response has set up containment booms around the sunken boat to absorb the escaping gasoline. "The spill is isolated to the harbour and, as far as we can tell, it didn't reach Lake Ontario," said Tina Dufresne, spokesperson for the Ministry of the Environment, which is monitoring the cleanup. "One of two 91-gallon (344.5-litre fuel) tanks was retrieved from the water and that tank was full and pumped out.
