at one opinion The arena commission being a public body should not be speculating on future gate receipts The commission or the arena manager should know what it costs to operate the arena Its duty is not to make money According to the policy set by the town council the commission must to make the arena pay its own way nothing else In the past the commission speculated on a senior hockey team and lost With the junior C team it won In our opinion the commission should determine its costs and make all financial arrangements accordingly so that the arena pays its way Doing this in a businesslike
