Boundary Whitchurch township council on Thursday evening gave tent live approval to the development of acre shopping centre on west boundary The approval of council was given to the promoter being able to comply with the requirements of the Provincial Department of Health and the Department of Highways The resolution was proposed by Richardson and Councillor A letter from the Whitchurch Planning Hoard recommended approval of the plan The shopping centre would be development of Spruce Pines Development at Lot I Con and would comprise stores including a supermarket The stores listed for council includ ed ladies wear mens wear shoes beauty parlor restaurant hardware cleaners dime store and barber shop Council asked if any banking facilities would be provided and the representative stated that an attempt might be made to ar range such service especially if favored with Whitchurch busi ness Would living quarters be a part of the development it was asked The matter of garbage collection and schooling would fall on the township Only ac commodation for one caretaker family was provided in the plans the developer stated Shadow Lake Development As the Shadow Lake develop ment Lake Association appeared before Whitchurch Township Council on Thursday evening to protest the increased charges for the service of garbage collection These associations appeared be fore council on a previous occas ion and suggested a charge of per cottage However in consult ation with the solicitor Clerk Crawford was advised that such a system was not in accordance with the Act unless each person sharing the service signified his intention to sign a petition No action was taken and the township taxed all the property in the area concerned regardless of whether owners used the ser vice or not This was done in ac cordance with the Municipal Act Council explained to the depu tation that part of the increase is due to the fact that residents were charged of the 950 spent by council for garbage collection during the past winter The syst em worked adversely on the per son having only a vacant lot or not utilizing the service Vern spoke to council stating that Cedar Beach Gard ens had arranged a collection for the various properties they own and had provided a dump as in hot weather it was necessary to make a daily collection In pre vious years he stated the main Cedar Beach property was not taxed only the cottages However this year in accordance with the Act all property was charged Council was not anxious to pro vide a daily service but it was believed some consideration won- were held there for two months during the year It appeared that this was not the first year the hall had been taxed but that it had shown a con siderable increase this year Clerk Crawford suggested that such complaints should be filed with the court of revision Employees Pension Council agreed to underwrite an annuity pension plan for town ship employees The plan calls for an Hill council and the OWRC representatives was held on July 2 The agreement covers the construction of an extension to the sewage disposal plant and the second is for the erection of a second water tank Sev eral trunk water are in cluded in the latter project This Ontario government aid will ex ceed David of the Water Re sources commission reviewed the various aspects of having projects tinder the commission He told council in the instance of the sewage plant extension the would assume the maintenance and operation of the sewage sys tem for years Payment is made on a sinking fund plan with the municipality paying both interest and principal each year Accord ing to the draft agreement re viewed by those present the mun icipality is protected against hav ing sewage from other munici palities piped into its system and is in no way liable for unpaid debts of other municipalities also having work done by the Operation of the sewage disposal plant would bo assumed by the commission Remaining debts gainst the original plant however will be paid off by the municipal ity through the usual channels The project for the water tank ittul mains would run as long a time as the
