9 The Newmarket Era and Express Thursday April rovides At the annual meeting of the York County Childrens Aid Society held In Newmarket recently reports were by the pre sident executive director and treasurer The Society now serves the county of York alone Metropolitan Toronto having formed Its own society In view of the fact that the county society is now on a new basis the reports are published here to county citizens with the Societys operations Presidents Report By Alex Blssett the report which I presented to the annual meeting of this Soc iety last year two significant facts were stated First it was the oc casion for the recognition of 21 years of service by the Childrens Aid Society of York County to neglected children in the County of York including those munici palities which are now the subur ban area municipalities of Metro- Toronto Secondly I indicated that chan ges In jurisdiction would be in ef fect in Although during the year there were some views expressed to the effect that the realignment in jurisdiction sho uld not become effective until it was the view of your board of directors that steps a- this line had already pro gressed so far that the change should be implemented at the ear liest possible date Accordingly since January this Society has responsibil ity under the Child Welfare Act only within the present County of York Elsewhere in the reports being made to this annual meeting will be found statistics of the very tensive services given by the Soc iety- during the year to chil dren of unmarried parents as well as to the parents themselves to children in their own homes so that it may not be necessary to remove them from their natural parents to children of parents in the process of being divorced to children whose homes have been broken and for whom some new plans must be made to children and adoption applicants in mat ters of adoption in order that per manent family relationship for unwanted children may be brou ght about These statistics are of course important for record purposes but will have no relationship to sim ilar statistics of the Society for a long time to come Perhaps it is sufficient to say staff of the Society under J the difficult circumstances that prevailed due to the impending changes carried on the work of the Society in a completely adequate way For some years past the work of the Society has been heavy and the numbers of children requiring service have been large indeed Urbanization it appears has a strong tendency accentuate the need for services to neglected children The tremendous growth of services of the Society will be less likely to be mere statistics and more like ly to receive that individual and personal attention which becomes more difficult of achievement as an agency grows larger In this respect the Society as now con stituted may be expected to car ry out its work more effectively As I write this final report as a president of this Society I must pay tribute to the inspiration which I have derived from the ef fective leadership of my two pre decessors the late Mrs Harold F Ritchie and Mr F G Gardiner QC I must also record my ap preciation of the assistance and cooperation of colleagues on the board of directors both in past years and in the year To Miss Betty C Graham who continues as executive director of the Society I convey the sincere thanks of the Board for her guid ance and advice upon those mat ters with respect to which there must be reliance upon staff guid ance To all of the staff for their loyalty to the agency the board records its appreciation To all friends of the agency who in so many ways have assisted in the work the board says thank you Report By Executive Director By Miss Betty Graham With the year ending December there was completed the process of change in our Society which had its beginnings with the passing of Bill back in This piece of legislation by start ing the movement towards unifi cation influenced many phases of life for many citizens of the County of York The extensive survey of the Childrens Aid Soc ieties in the Metropolitan area completed during 1956 was one of the results For our Society this survey bro ught a considerable burden of ex tra work on an already busy staff and as well helped us to look with an appraising eye upon each and every phase of our operations Such selfanalysis is always bene ficial and a comparative study such as was carried on by repre sentatives of the Canadian Wel fare Council and the firm of J D Woods and Gordon Limited bro ught many helpful comments This survey however while it occupied much of our senior staff and clerical time for the greater part of the year had little ongo ing benefit for the Childrens Aid Society of York County Geared as it was to a study of the wel fare and administrative problems of large city agencies there were very few values for the present Society It did however increase a trend already apparent in the preparat ory months before the survey of increasing understanding and concern of each of the three soc ieties for the others and thus re sulted in a much better aware ness of the total Childrens Aid problems of the whole Metropolit an community With this survey sponsored by the Welfare and Housing Commit tee of Metropolitan Toronto as a background for our 1956 operat ions the statistical figures con tained in this annual report gain considerable significance There is no doubt that everyone of our staff of close to people were affected in some way if not by the survey itself then by the im pending changes in jurisdiction with which we were all faced The work of your Childrens Aid Society continued however and certain facts are apparent We note an increase of in days care provided for wards ov er the previous years figures This means not only more child ren but many more dollars spent on behalf of the children much more time spent by social work ers with their families with their foster parents court at med ical hospital and psychological resources at conferences and in supervision It means administra tive time spent in planning We note minor variations in the total volume of other work done in the Society with the exception of our divorce investigations when the figures are com pared with previous years This is significant when it is realized that no one department had a full staff for the whole year that one de partment had no supervisor until September and that the position of executive assistant remained vacant throughout the year The interest enthusiasm and morale of the whole staff was maintained at a high level in spite of or perhaps because of ever present demands for service com bined with the impending and in escapable division of our cohesive unit welcome this opportunity of expressing publicly my most sin cere appreciation for the wonder ful support and the countless hours of hard work so cheerfully and helpfully given by all the staff throughout the crucial year just past They arc the ones who have made so smooth the first stumbling footsteps of the ongo ing Childrens Aid Society of York County May I also draw attention to the long and loyal service given by your Society by many faithful members of the board of direct ors With the withdrawal of the Society into the northern part Of the Country of York your Society is losing the services of men and women who have labored long and hard over the past 22 years to build the Society to the posit ion it holds today Their names are recorded in your annual re port their good works will re main effective for many years to come Another group severing its con nections with your Society is the West York Auxiliary a group of dedicated ladies brought togeth er under the guidance of our first executive director Their help financial and material as well as their invaluable interest and con viction in the worth and necessity of good Childrens Aid Services will be sorely missed We are greatly comforted in the ongoing support of our many faithful friends in the Womens Institutes of the County who assist us each year in the making of hundreds of layettes Finally let us look to the fut ure of the Childrens Aid Society of York County We have grown from a staff of two in to a staff of 90 in We begin in with a staff of seven some children under our supervis ion and more than 100 families and unmarried parents in the community requesting service Already with less than three months of the new year behind us our staff is increasing our services are expanding we arc beginning to find our place in our new surroundings We have a most helpful board of directors to advise us we live in a commun ity eager for our help and increas ingly aware of its own need to meet the problems of child wel fare always present we have a new but keen staff anxious to do a good job we have many chall enging problems awaiting us I for one am confident that the future of your Society is a bright one and that with the con tinued support of our community and the wise guidance of our board of directors there will in evitably result a continuous grow th of services of a high calibre in the Childrens Aid Society of York County Treasurers Report By Ralph Corner In 1956 our expenditures ex ceeded our budget by some 6- or one per cent But our in come exceeded our budget by over or some eight per cent This large and unexpect ed increase in income is directly due to the new provincial grants to Childrens Aid Societies which began in April These grants are based on staff time spent on preventive work done in the community with par ents and children in their own homes Our society has been this most important phase of our work for many years and we are gratified that the provincial government has given recognition to its essential value in a sound Childrens Aid program For our society this new provincial grant system brought an income of over rather than the expected 14000 from the Province of On tario and we should like to ex press our appreciation for this increase receipts from the Com munity Chest of Greater Toron to were larger than in 1955 while the proportionate amount receiv ed from Metropolitan Toronto correspondingly decreased To gether these two items still ac counted for of our income in as in 1955 This read justment was the result of these two bodies agreeing to share a stated proportion of the financial needs of all three of the Child rens Aid Societies which oper ated in Metropolitan Toronto in 1956 The figures on where the money went in show the result of the marked increase- in days care previously referred to in this annual report 703 of our expenditures went to the care of children in foster homes or in York Cottage while in only of our expenditures went to these child care costs As a result our per diem rate reased from 171 to 2 in We are looking forward to the continued cooperation of the County of York which this so ciety has enjoyed for many years The council of the County of York has long recognized the value of voluntarily supporting the protection services of their society and again this year a grant for this purpose has been added to
