Battalion ji A controversial question con cerning a proposed increase in the lot levy on subdivisions was settled by Aurora council Mon day night For all neve subdi- the municipal fee will be per lot an increase of but no increase will be imposed on three proposed subdivision the Case and Cousins develop merits The reason council gives for the increase is the higher than expected cost of an addition to the municipal sewage disposal plant The cost will be 80000 higher than the original esti mate The general opinion was that the old residents should not have to pay the high costs and that subdivisions causing the need for the plant addition should pay Two weeks ago it was propos ed that the increase be for all subdivisions including the Case and Cousins developments No subdivided agreements had been signed by these developers but legal arrangements had been completed The controversy came when it was suggested that council delays had prevented the from making the fi nal including the Case and Cousins develop ment pay per lot Disa greement continued- Council discussed points of view on three subdivisions the Miller Case and Cousins developments Only a draft plan had been submitted by Miller and there are to be a number of changes in the plan Councillor Child pointed out In the meantime a proposal by Councillor William Davidson for a graduated fee based on the size of lot frontages was turned down by council His proposal was a levy for 50 foot lots 500 for lots up to feet 600 for frontages of to feet and 700 for frontages over feet Councillor Davidson felt that the policy would encourage more small homes which young peo ple could buy but others felt that it would discourage the building of large homes which would provide larger assess ments for the town The propo sal was defeated Council discussed each of the Case Miller and Cousins subdi visions in regard to an increase on lot levies There is an extra to pay for this sewage disposal plant said Mayor Henderson Councillors Keith and Bailey claimed that its not the subdividers fault This is just passing the buck said Mr Bailey Both Bailey and opposed extra levies on the Case Cousins and Miller subdivisions All I am interested in is not penalizing the older residents of the town for the development of new subdivisions said the mayor The have caused the need for the new disposal iii t A Case Cousins and Miller have not signed agreements The subdivisions are not finished and it might be some time before they are Ill wait until someone comes in and accuses council of holding things up I dont think council has Deputyreeve Victor Jones dis agreed Mr Cousins had been help up by council he declared Councillor Child denied that there was any delay on councils part He said there was difficulty in persuading Mr Cousins to com ply with lot line requirements Mr Case came here several times asking how he could ex pedite matters said Councillor How many times asked the mayor Three times said Councillor Child said that he had been before the planning board but not council during the past year Why shouldnt we go back to Collis Leather and ask them for a different arrangement I dont think charging these three would be quite ethi cal said Mr Leather is paying a share of the cost of the disposal plant based on the original estimate not the actual cost Said Reeve Davis Nobody seems to know whose fault it was that the Case and Cousins agreements were not signed I dont think that Messrs Case and Miller should be penalized but the Miller subdivision is a dif ferent matter because the plan is further from completion Some favored taking all three in the policy for the lot levy in crease some for all except for Case and Cousins and Nisbet and Bailey held out for omitting
