together in Ontarios vocabulary to form a mysteri ous term which Is often misun derstood and- more often mis used Those two words are Town and Planning By themselves their meaning is obvious to all of us To me a is the geographic loca tion in which a group of people have banded together for the furtherance of their common good Planning is the act of looking ahead to predict what will best serve the common good and how it can be accomplished Taken together these two words should mean nothing more nor less than they do singly It is alarming to those of us who are connected with town planning professionally to hear the term distorted until its end result is seen as the production of a zoning bylaw That only one of many tools with which the towns administrators can further the common good As a matter of fact an illcon ceived bylaw can be more of a hindrance than a tool If it hampers the discretionary powers of the towns elected representatives Town planning is not new It has been practised since the early days of communal society It has been practised by New market since its inception It is being practised in Newmarket right now What has come to be known as town planning in some more shortsighted municipalities is merely a modernization of plan ning techniques and procedures It is gratifying to me to ob serve our local government ap proach modernization with con servative caution in fear of creating a Frankenstein monster which will dictate rather than serve It is equally gratifying that they are not stampeded into adopting the costly proced ures of other municipalities whos aims and needs are only remotely similar to our own Please dont misunderstand me Mr Editor I favor planning I favor official statements of official plans I favor zoning I favor subdivision control I favor the formation of a nonpolitical body to advise our local government on matters related to our future development But I contend that the changeover from pres ent methods to the more costly modern methods must be cauti ously engineered to ensure that our reward will justify our in vestment Assuming that we are to ex pand our planning machinery it is my opinion that we should do so with the following premises in mind a We must grow and develop In pace with Canada and Ontario as that Is our na tional obligation Our common good will be advanced by continuing to develop a good place in which to live A good place to live by our definition should be A place of beauty for a beautiful environment will assist our cultural develop ment as well as add pleasure to our everyday living 2 A place of Industry which will provide us with reword ing work A place which will he econ omically stable where we may enjoy the best available services the lowest pos sible cost A place In which the religi ous and educational needs of our growing community are never overlooked as has so often been the error of rapid expansion A place which will grow in harmony with its neighbor ing municipalities whether they be large small near or distant The foregoing might be cited as an ideal of economic effici ency welfare and aesthetics conceived in the broadest terms It would require a great deal of expansion tobecome a workable plan The nontechnical aspects of that expansion should come from us as electors in the form of an expression of our expecta tions in respect to the future de velopment of Newmarket Lets refrain from goading our administration into premature action by undue criticism of their caution in dealing with pro posals of small significance be fore the master plan is at their disposal Instead we might as sist them to form the plan by making our wishes known in an open letter Permit me one final observa tion Mr Editor Healthy com munity development is concur rent with civic pride but the lat ter is consistently absent when active support of local govern ment is lacking Charles Lloyd The Editor Concerning discussion about water in the Era and Express and Newmarket council we would like to call the attention of the people of the town of Newmar ket to the farm peoples side of the story A few weeks ago in the paper there was a suggestion that the town use the water from the creeks or streams around New market In the creeks are so low that any large amount of water taken out would cause a serious situation for the livestock of that district The towns of Newmarket and Aurora by pumping their deep wells have lowered the water level of the surrounding coun try The farm people depend on surface wells for their supplies Mr Smith over years ago was a member of Newmar ket town council At that time Mr Smith advocated that the towns water supply be piped from Lake The town ship federations of agriculture have given considerable time to the discussion of the county water supply It was thought that when the towns of Newmarket and Au rora drew their water from Lake and stopped pumping the deep wells that the farmers surface wells would fill up again Sutton Police Show Evidence Of Friction The resignation of Suttons Constable Charlie Taylor was presented to council by Police Chief Leonard at the regular monthly meeting held Monday evening Feb in the board room of the public school Council neither refused nor ac cepted the resignation by resolu tion and planned to go into the matter of the police department at a closed council not for council to decide whether or not any credence was to be placed in Mr Crosslands assurances I therefore owe an apology to Mr and I trust you will see fit to publish this letter so that your icing con ditions snow and hairpin curves on secondary roads in the Laur en tians Frank Lee Aurora completed the course in a Volkswagon John Gibaut and his driver also used a Volkswagon Perfect scores were registered by Toron to drivers Jeffries and Neil in a Prefect and Chuck Stockey and Eric Roberts in a Chevrolet Lee turned over in his car during the rally but was able to finish Most competitors were sports car drivers but any make of car was permitted in the rally Suc cess depended more on driving and navigation than on the type of car used The other two cars from New market an Austin with Morrison and Vic son and a Monarch Richelieu with Doug Sanders and Editor Jack did not complete the course They drove over 22 hours nonslop on the tough course only to discover that they like many others had missed a checkpoint in Camp- Ontario couple of hours out of Toronto Competitors wore given cards to bo marked route control and time control points checks were made at Smiths Falls Montreal Mount Laurier in the Laurcntlans Kingston Parry Sound and Driver were given a long list of towns where route control checkpoints could bo but they were not told in what towns they were located Every town named had to be the drivers survived And gated for check points On the card for each car the time allowed between each time control was marked From To ronto to Smith Falls it was four hours 30 minutes To make a perfect lap score a driver had to check in within 30 seconds of the allotted time Each minute late caused one penalty a min ute early caused two penalties The Morrison and Sanders cars had no more than 60 penalties each except for the loss on miss ing Campbellford That miss caused a penalty for each otherwise the Sanders car would have been in the top 20 Sanders and Struthers drove two hours in fog at night with extremely bad icing conditions before the Smiths Falls check The Morrison and Sanders cars had two perfect timelap scores one in the John Gibaut had perfect scores at some time checks The contestants drove about miles through the Lauren- on packed snow with a film of ice covering it this route was from Mount to Buck ingham on a secondary road which features hairpin curves or steep hills about every yards only accident for Newmar ket was when the Sanders car and a collided and were out of the rally at Hall Ontario Another Volkswagon went off mountain curves into snowbanks four times and con tinued We entered as greenhorns and we learned a lot for next years rally said Doug Sanders Bert Morrison also plans to enter next years event with one or two modifications on his Mo provide better con trol on ice guess wes have com pleted the course but that 500 point loss on one check point was discouraging especially when we found out in our ex hausted condition Too we did nt think it was worth losing the investment in the car in an acci dent on the last lap considering we made that first loss said driver Sanders School Accommodation Problems Discussed In Jersey Area A wellattended ratepayers meeting for School Section No North Gwillimbury township was held in the school at Jersey on Friday evening Feb The meeting was held for the purpose of authorizing the issu ance of debentures to cover the costs of additions or new schools and to conduct business arising from the need for further accom modation for pupils in this school section Art Dawson the chairman conducted the meeting and sug gestions were given by those at tending concerning what should or could be done to control the occupation of summer cottages throughout the entire year by families These families are each sending one or more child ren to the school At the rate the summer homes are being occu pied for the year round the need for two more classrooms per year is seen as necessary The fact that School Section No is nearer to Newmarket and Toronto makes it the first affected by this particular need There are many homes in the subdivisions below the Jersey River
