BOARD AFFAIRS At the inaugural meeting of the public school board there was a frank discussion about the duties of trustees the principals and the supervising principal The board referred to the public schools act which states that the principal is in charge of the school As one trustee put it trustees have no right to be in the schools in what amounts to spying on the teachers and principals The members of the new board are to be congratu lated for clearing up a situation which has only gen erated ill feeling in the past The responsibilities of the trustees are explained clearly in the act and there Is little doubt that the members of the 1954 school board will carry out their duties according to the act There is little doubt too that the members of the board favor open discussion on all matters School board business is a public matter Elected members no doubt will agree that when of the board and issues involved are open to the public there are fewer com plications and council Much of the discussion on council business is done in committee meetings Recommendations are submit ted by committees at the regular meetings of the whole council and the final decisions are made there The committee system is the best one and it eliminates many hours of discussion at the regular meetings of the whole council It saves time The only argument against the committee system is that the groundwork and early discussions which result in the formulation of policy are not always made public Committee meetings are not reported by the press More reports by chairmen of committees at regular meetings of the whole council could offset the argu ment against the system Chairmen could report on progress of committees before recommendations are given Press reports could then be made The only other suggestion might be that the important committee meetings be open to the press Up to now it has been the policy to hold committee meetings in the absence of the press 7 An incident Ihix
