application by Ray Carman for a taxi license was turned down by town council at a meet ing held on Monday night The councils refusal to grant the license on previous occasions has been a controversial issue for some time having received con siderable comment at election time Council has been criticized for not giving reasons for refusing the license and earlier Mayor Vale said that council acted on the recommendation of the police committee chairman and the chief of police Chief Constable Byron told council Monday night that he had never recommended that the application be refused The power of granting a taxi license is in the town I only have the power to sign the license and pass the car he said He said he would not recommend that the application be refused and that he had refused to write a letter recommending that it be accepted I understood made a de finite recommendation to the chairman said Mayor Vale I was asked to give a letter recommending a license I was not prepared to write such a let ter said the chief Chief said when Carman first applied for a license one of the taxi businesses in town was for sale and that at that time the taxi business was too slow and asked him if he wanted to take over that business He informed the committee that he would not take the business said the chief gave Councillor a list of the charges against Car man this fall but I dont think it should be read out in this council he said I told the committee that there was no more courteous a driver than Carman but I could not re commend the granting of the license added the chief The chief said that under the towns existing bylaw no one could have a taxi license who has had a conviction against him un der the liquor control act of On- the highway traffic act or the criminal code Later the chief said that one of the charges against Carman was in connection with the liquor control act He was also sum monsed three times for operating without a license he said Has he been convicted of cut ting prices asked Councillor A man cannot be convicted on that if he has no license said the chief But it has been drawn to my attention that he was not charging cents the price that other firms are allowed to charge Councillor Dales asked wheth er or not Carman is still operat ing in town The chief said he did not know At present he is driving a rented car he said Unless my eyes are playing tricks on me he is operating said Dales 1 say that if you let one by law bo flagrantly disobeyed you will get a lot of other infrac tions said the mayor Councillor said he had been the goat In the taxi issue If discussion had been allowed in council as all things should be it have been better he said I dont think I should take the blame on my shoulders I have been defeated in the elec tion over this I hope the next committee chairman will be able to do a good job Mr did not vote against the resolu tion to accept Carmans license Monday Mr Paynter added I had thought that this man should not have been given a license when he had already broken the law Now I am told that other taxis have been doing the same thing The citizens are wrong in not reporting this he said Councillor said he knew of cases where other taxi firms had cut prices Mayor Vale suggested that the issue be left to the 1954 council but Councillors and who had presented the motion insisted that a Children Toronto The annual meeting which will be held in the Agricultural Board rooms Botsford St is on Tuesday Jan pm The election of officers will be con ducted Mrs Chute who is a doctor herself is
