Caroline Ion Monday night was the culmination of many hours of preparation for the finance committee of the town council when the deputyreeve Herb as chair man of that committee presented the budget The mill rate for the year was set at 61 mills Although this rate represents I the one and the other sum of money from the family treasury would need to be added to his receipts There are a few families in such a financial position that they arc able to do this In most instances it is a necessity to plan large expenditures and to space them If one child wants and needs a complete spring outfit the bicycle must wait If one member of the family must un dergo surgery the purchase of the latest model car is postponed The same holds true when the sums of money involved are In the hundreds of thousands as managed by council rather than the smaller incomes of individual families The finance committee must meet and consider each item on the prepared statements To be able to do all that each de partment has planned it would require a raise in the mill rate to over mills In view of that situation are certain expenses warranted The figures are studied A few hundred dollars are slashed from one amount Two thousand is taken from another On closer observation it might be felt that the estimate of ex pected revenues has been too op It must be lowered And through many meetings the finance committee gradually brings the budget within the realm of possibility The recommendations are re turned to the departments Per haps as happened in this budget they find that it is necessary to increase the amount for protection to persons and proper ty by approximately 4M0 the equivalent of one mill or educa tion by the same amount Then something else must be cut a corresponding amount or where this impossible an increase in the mill rate results No council wants to present a budget which will necessitate a great increase in the mill rate over the previous year Perhaps this is the Achilles heel for councils In their reluctance to present an unpopular budget they may neglect necessary and essential work There are many examples of such lack of foresight Such an instance was when the roads and sidewalks were allowed to de teriorate The failure to make the timely repairs to admit that such work was necessary has made the task of succeeding councils more difficult- It is no easy these departmental reports which are requested from the public school separate school and high school boards arena and recreation commissions roads and bridges committee police and fire committees are listed both the estimated revenues and expenditures for the coming year Sometimes these costs are fixed as in the rental of a building fuel costs or grants Most frequently the members of the department concerned must determine what work they wish to accomplish in what monies they will bring into the town purse and from these with the addition of what they will request the tax payer to contri bute a balance is reached An identical situation could exist in a family where in the spring each member is asked to prepare a personal budget to present to the family comptrol ler Each member on the credit side would list his earnings bal ance or surplus from last year and on the debit side would re cord all the necessities and lux uries he wanted for the coming year To balance the gap be-
