beam Striking the council tree a resounding blow with his hardmaple gavel Dr Malcolm directed council to get back to the question of pot holes Spruce Maple PotHoles The mayor said that they as members of the squirrel council could do nothing at all on the question of potholes It was a question for the Senate And for those who did not know any thing of the Senate he vould explain that it was controlled not by little fourfooted fellows like themselves but by giants who walked on legs The members of the Senate were mighty man who lived not In trees but in great homes When the squirrel community was fast asleep members of the Senate were just getting busy They held their meetings at night in a closed room And much of their business was clos ed Among other matters which they discussed they seldom dealt with potholes Sometimes crossing the si eel and seemed fl truck come round and throw out a little gravel into the potholes But they seldom stayed very long got hungry and had to go home to cat They seldom came back Tile mayor agreed that the putholes on Maple and on Spruce were very bad but he could not see that squirrels could do anything about it They hud to take them and like them He hoped however hot council petition the Senate It little use petitioning the planning board Potholes were not drawn on the planning board zoning map He would leave the matter up to council Petition the Senate Jtecve Bap said it quite plain that the citizens of squir rel town had belter stay up their trees It dangerous down there T sidewalks were broken potholes were plentiful and with so much paper around life for squirrels was becoming more day by day He would advise that they stay on their trees A prolonged swish ing tails endorsed the Reeves advice Depot Aching Slow he had no Intension of stay- on the tree He wanted to know what was going on down there If citizens didnt take an interest in what was going on it was Just too bad He was In favor of the a motion by Councillor seconded by I lor it unanimously resolved to petition the Senate for the filling up of the pot holes on Maple and Spruce streets Other business included a re quest from eavesdropper that all council business be re ported exclusively I The Searchlight The request unanimously rejected by coun cil Dr Malcolm pointing out that be contrary to the squirrel constitution Council adjourned at sunrise his usual self Next thing he saw was Thepus In the hole and in flash the car came along There was strong wind blowing at the time and he noticed a great amount of newspaper swirling around A small wheelbarrow which had been using vas Just near the hole He be lieved was using the wheelbarrow to ship the news paper home Mrs Aching Slow wife of deputyreeve Slow vas granted permission to address council Mrs Slow said she too a wit ness of sad affair She said it itemed to her that Mr was pushing bis wheelbarrow when he fell into the pothole The wheelbarrow was filled with paper She the pothole suggested In Paper Mayor Malcolm was about to act on the when Professor Crystal Windows of the planning board requested that he might be heard Ill re quest being grunted Mr Wind ow said there was certain evidence thai might point to an error of judgment on the part of Mr It could bo that ho was so deeply immer sed In lha pages of the supple ment that ho never saw the pot holes Potholes were not mat- tors for the planning hoard but for the Senate Mr Window wondered wheth er Mr had not bean uf- among the sheet of the rather than killed by motor car It was admitted that it was windy duy and It was quite possible that unfortunate Mr hod smothered among wheels of paper losing his sense of direc tion in handling of his wheel- burrow It would bo Improper to blame planning board The shadows are deepening over its fading future We have heard it said more than once that it has been the weak est council in Auroras history Certainly enough time has been spent on council business Regular meetings twice a month lasting four hours and more And a siderable number of special meetings thrown in How much has been achieved Well they started the year with a G0000 loan to carry on with until taxes were collected The town revenue fund balance sheet ending December 1950 show ed cash in hand amounting to 10 and cash in bank 487827 Total Debenture loans have reached alltime record dimensions 000000 for the new luxe district high school and for the remodelling of the old high school for public school uses The year began ominously in January with the firing of old- time servant William Large later the quitting of the town clerk and other as the year advanced Messes and muddles In connection with the planning board meters the hydro and the building bylaws No clear thinking evident throughout the whole period un der review Direction Absent There has been no clear busi nesslike direction from the chair We are sure on one thing Until Mr Bell is replaced by a better chairman there is no likelihood at all of a better system of business being carried on in council Our remarks ore not persona in any way We ore concerned with Mr Hell as a the council that the projecting wall and canopy should be re moved the hydro put in their large pane of window glass Nov they have planted their shrubs Why was the hydro able to do these things Because the coun cil was too weak to order other wise People are now saying that the hydro is boss of the town It looks as if what the people say is true But it neednt be true if this town had a mayor and council that could stand up to the hydro The hydro is a public utility serv ing the town The hydro isnt the towns master The town is the hydros master At least it he if there were a strong enough council to make it so No public explanation has ever been given why Councillor Field ing suddenly switched from one side to the other Consistency is essential in public representa tives Just being on the coun cil isnt enough Planning Hoard Expenses As long as tho present mayor is in office the planning board will stay If a vote of the people of Aurora were taken on the planning board it would be wiped out as effectively as some of the assessments have been wiped out on big industries And thats saying some J of the taxpayers We say this without on the activities of this pompous little body which is to nobody except a department at Queens Park What use Is the planning board All it has done is to waste the time of council for which the people pay If the present zoning bylaw Is passed it will stay Future coun cils cannot rescind it And pass ed it will be unless there are changes in council We have seen the thing happen before A planning hoard bylaw was pass ed in August rescinded in November and passed again in February when the mayor and his followers got back The zoning bylaw is different Once it is passed no council can rescind it It stays for keeps That fact should not be forgotten Ami on the advice to council of the own solicitor Lome Lee it make trouble In Aurora for years to come They Deserve Support Councillors and Jones are not spectacular of council inn neither one twists and shifts around like In the wind They stand firm any wind of opposition once their minds are made up Councillor Jones did good work for the library ami both ho and councillor stood firm In their stand against the motors They are what can truly ha des cribed as peoples representa tives aloud firm on their vote to compel hydro full line Councillor brings In council business mental alert ness which is commendable have not always him Hut lie has which we like Ho can give masons for his de cisions lie Is no yes have heard him up in the mayor and to the own solicitor Until we find man we shall vote for Hob believe him hi lie unreservedly honest In his opinions is youthful Whou ho clears himself of planning hoard and comes roc council as supremo local authority ho will make a good councillor lion or reservation of any kind that until this town elects a mayor who can handle business efficiently a expeditiously things will go on they are We have sat In lor nearly two years as reporter and press commenta tor on town business and we are as sure that Mr Hell will never make a good mayor as we are that pumpkins wont grow on maple trees The first essential in this town is a new mayor Council Work is not hard to learn No genius is required to masted its techniques Hut good wellin formed business direction is mi essential in a good chub man The office of mayor Is the most important in council A whether this pleases or offends must not deter us from our hon est opinion namely that Mr Bell just hasnt got what it needs for the office of mayor Time For Change the people of Aurora their town run on businesslike lines the lime is ripe for some changes In the personnel of council They should elect a now mayor and some new mem bers of council We had hoped that Auroras first woman coun cillor made a better showing Mrs Fielding disappointed many people by opposing the re turn of the Mechanics hall the citizens by it was built more than years ago records show that only one member of coun cil was against selling or rent ing the peoples hall to industry namely Councillor Jones Mrs Fielding lucked con as a of council She moved a motion which wus carried hat he hydro commis sioners he ordered malm building conform with the town building bylaws And a few weeks later it Mrs Fielding who went back on her motion and allowed Ihu hydro commissioners to do Just as they wanted hydro just didnt take any notice of council for the same week ih tit orders were given by Notice To All ill All for clnl leu trout bo Nov can bo from I Ntwmarfcfltf Phone All KKN Aurora Sit or film 1 EXPffSS I tig Reassessment Considerable discussion was held on measured assessment at the regular meeting of Whit church council Nov The discussion was led by Dep utyReeve Timbers and stem med from a recommendation tabled by the recent Court of He- vision on township assess ment It was stated that the opera tion of a measured assessment system was definitely going to cost double the present operating costs but that nevertheless num erous adjacent municipalities were considering taking up the system Theres a lot of questions the system Id like to answered before going into it stated Councillor I cant see why it wouldnt work out because the mill rate should be less if the assessment is higher commented Councillor Council all agreed that they should proceed slowly with any adoption of the new system of assessment The Court of He- vision recommended the measur ed system in order to obtain a better balance between farm property and small property owners Council sanctioned the pay ment of 02 the Whitchurch share of a levy for the newly or ganized Upper Holland Conserva tion Total levy is Miscel laneous accounts passed by coun cil for payment amounted to Solicitor J Lucas will be in structed to complete a bylaw covering on agreement between the township and York County for land purchased from the For- far Bros corner of the con for county roadwidening pur poses The solicitor was also in structed to make arrangements to prosecute nil parties violating township bylaws regarding the converting of summer cottages into permanent dwellings with out a permit to do so Payment of was authoriz ed to Geo for a valuable calf killed by dogs Elmer Starr local weed In spector reported to council on his years work which carried him over practically every road in the Dill Thomp sons store He has already made himself most active in several town activities among them the club and the Junior Cham ber of Commerce He is a very likeable young man able ability and opinions of his own on civic matters We like him very much We were sorry could not arrange his dinner invitation to tho in the Masonic hall on Tuesday even ing last We found the bulletin very interesting Everett Kerr Many people are saying that if Mr Everett Kerr had not come to council and asked Mayor Bell why he had banned the press from seeing the folder of busi ness nothing more would have j been heard of it Certainly councillors took their time over it The first news we gave the public on the ban appeared in an editorial we published away back on September Week by week we kept hammering at council but nothing was done One member of council did tell us he intended to bring it up at the next meeting after our edi torial appeared But he didnt keep his word and we did remind him of it There was no delay after the delegation appeared Council had to tuke action then or risk being classified with the mayor in his selfappointed role of press censor Of course the mat- 4 Your point buy tor would have been brought up on nomination night and that isnt far away Many people have expressed appreciation for Mr Kerrs pub licspirited action on such an important issue as the freedom of the press Christmas Recordings Clifford Griffiths tells us he has been busy making recordings for Christmas surprises for rela tives and friends at homo and abroad These voice recordings provide an exceptional means of bringing the speakers into inti mate contact with friends and relations whom they may not have seen in years Mr Grif fiths has the most modern equip ment for the job
