I REPORT or Bell Informs If Hydro Building Altered Commissioners Will Resign A general meeting of the town council was held on Monday night Sept when there were present Mayor Bell Reeve Cook Deputyreeve Murray Coun cillors Fielding Gundy Jones Also in attendance were town clerk K Moses town clerk Mrs Dickson and town solicitor Lome Lee J G SINCLAIR Editor The Proof Is In The ures PAGE ELEVEN THURSDAY THE TWENTIETH DAY OF SEPTEMBER NINETEEN HUNDRED AND FIFTYONE Among the correspondence re ceived f was a strongly- worded letter from the Hart manufactur ing company protesting the in stallation of the cutup chicken plant on the adjoining much- discussed site near Cousins Dr the letter asserting that council would be held responsible in the matter Several applications for the position of assistant town clerk wore received and these were turned over for attention by the personnel committee A considerable number of ten ders were received in connection with the high school area debenture loan the quotation of Messrs WoodGundy on be half of the Imperial bank being accepted at the price of 9822 at interest of four and a quarter percent New Hydro Building A highlight of the evening was the further discussion that took place on the new hydro building This followed on from a special meeting of council held on September when Dr Rose Mr Baldwin and Mr Copland attended as a delegation on be half of the Aurora Hydro Com mission At this special meeting a mo tion proposed by Councillor Gundy and seconded by Coun cillor was moved in the following terms That the Hy dro Commission be granted a permit for the canopy on the hydro building which projects approximately four feet more or less past the street line at one point That the Hydro Com mission be asked to sign an agreement regarding the por tion of the west wall of their building which projects past the street line eight and onehalf inches more or less this agree ment to be approved by council and Hydro Commission jointly That the resolution of council of August 1051 regarding the hydro building be rescind On that motion Councillor requested a recorded vote Those in favor of the mo tion were Mayor Bell Reeve Cook Councillors arid Gundy Voting against the mo tion were Deputyreeve Murray Councillors Jones and Fielding Motion lost A further motion moved by Councillor Gundy and seconded by Reeve Cook was as follows That a permit bo granted to the Hydro Commission for the canopy extending past the street line at one point approximately four feet on the new hydro building Also that the portion of councils resolution of August regarding the canopy Ik rescinded This motion was carried no recorded a me taken Must Have It Their Way Introducing the subject again Mayor Bell informed council that the two hydro commission ers wanted the building left as it was until the end of the year and if council refused this they would resign He hoped that council could settle it and save an election for commissioners at this time Mr Balwin had ten dered his resignation but would stay if the hydro building was left as it was until the end of the year Deputyreeve Murray said that for very selfish reasons the hy dro commission wanted the building arranged their way He was of the opinion that council should make a stand Councillor Davies Theyll quit if you dont do what they want The mayor said the hydro ad mitted they had made a mistake Councillor Jones The hydro admits they made a mistake and asks council to accept their mis take Asked by Councillor Davies what the hydro setup really amounted to mayor replied that the hydro was purely an Aurora matter Councillor invited Reeve Cook to say what he thought of the matter to which the reeve answered that he would sanction the mistake On motion by Reeve seconded by Reeve Cook that the motion of August calling for the hydro commis sion to reconstruct the building to conform with building regu lations be rescinded the fol lowing voted Yes Mayor Bell Reeve Cook and Councillors Pringle Fielding Gundy Those voting No were Councillors Jones and Dep utyreeve Murray The motion carried on the above recorded vote means that the hydro building will remain as it is after and possibly beyond the period of the next elections i CupUp Chicken Plant A motion by Councillor seconded by Deputyreeve Murray favored permission being granted to the proposed new cut- up chicken plant and this was carried after council had gone into a committee of the whole under the chairmanship of Councillor Gundy subject to letters of assurances concerning the plant being received from the health department and the town engineer Mayor Bell requested an early special meeting of council to deal particularly with the pass ing of the planning boards zon ing bylaw which prompted the town solicitor Lee to interject the remark that coun cil probably wouldnt pass the the zoning bylaw after it heard what he had to say Dont start that replied the mayor A full likely to be very EDITORIAL ITS TIME FOR A CHANGE m Last year we supported an acclamation for Mayor Bell not because we thought he had done a wonderful job As the records show we had frequently found good reasons for criticizing the mayor and council during and in the opinion of a good many people our criticisms inspired a desire to buy out the paper we wrote for at that time The paper was eventually bought out but that fact did not succeed in silencing our comments In the destiny of things we found a better and a happier medium through which to voice our opinions That was a good thing for and the people of Aurora who can read accounts of and comments on council and other town affairs in the certain knowledge that noth ing has been trimmed to suit Certain interests We supported an acclamation last year for Mayor Bell for the reason that we thought he had tried to do a good job and should be given a second chance in office We took the strongest exception to his stand in support of the planning board But when that stand was reversed in the month of November we assumed that there would be an end of the planning board which has been of no use whatever to this town We say here and now that an end should be made of any further expense to the taxpayers for the upkeep of the planning board which has already involved the town in an outlay of several thousand dollars The planning board was imposed on the town by men who later abandoned it It is a small pompous organiza tion which derives from the provincial planning act of its existence is unnecessary for a small town such as Aurora YEAR OF BLUNDERS It is a certainty that if the present mayor were to continue in office the planning board would continue also as an expense to the town To terminate the present planning board setup and reduce town expen ses is one good reason why Aurora must find another man to hold the office of mayor This year there has been a continued decline in the workings of the council There has been what one councillor described as too much Hours have been whittled away on what another coun cillor described as talking on nothing This waste of time would not happen if council had a good chair man A good chairman would handle business efficiently and expeditiously lie would call the meeting to order as soon as it showed signs of drifting into useless talk Considering the actual amount of achievement there is no reason why council should sit through four hours of talking at each session Mayor Roll doubtless does his best Hut if we are to be truthful on what we think we must say that ho seems to us to fumble his way through the agenda instead of giving direction This fumbling arises no doubt from his former lack of council experience His is a clear indication that no man should be elected to the office of mayor unless he is familiar with council business This year has been one of frequent bad blunders one of the worst of them is causing a great amount of trouble at this moment We refer to the building permit granted to the company The mayor is chairman of the building permits committee and the other member is councillor OFFICE OF MAYOR BANG BANS Just Look Whos Talking Blast From Proves Only A Damp Squib About the last source from which we would expect correction would be the Aurora Banner which since its change of editorship in March has made so many mistakes in its own columns that the paper became a town joke The present guaranteed paidinadvance sales of the ERA and EXPRESS amount to 3500 while copies of North Yorks leading weekly are printed each week to meet the requirements of readers V An analysis of the classified pages of the Aurora Banner and the Era and Express for the past three weeks provides interesting information for advertisers These figures cover classified ads and sales registers only Here are the figures for the weeks ending August September and Banner August classified Era and Express This is the same paper whose new editor made the bumptious claim that he had won a trophy in the space of six short weeks whereas it is plain common sense procedure based on com mon sense that such awards arc judged over a period of twelve months As far as we are concerned such trifles dont bother us ac cepting them from the source whence they come When how ever this smaller local periodi cal apparently begins a of impugning our own I veracity it is time to sit up and take notice however repugnant such a necessity appears to us We are charged with having reported that a motion concern ing the new hydro building was passed when In fact it was not so passed To prove our concern for accurate reporting we refer our readers to last weeks issue of Aurora News Page where the circumstances were fully ex plained in the columns entitled Council Sidelights before the Banner was published Thus the Aurora Banners in tended heavy detonation turned out to he no more than a cus tomary damp squib We are not interested in damp squibs Shape Of A Frame- Up Gradually putting together what looks like the shape of a frameup the Banner states that some councillors have sug gested that the true facts be emphasized for the benefit of Aurora citizens It is suggest ed that these councillors have expressing concern over mis in formation being given to citizens of Aurora The Banner charges that we informed our readers that the hawkers and pedlars bylaw to the unfair competition of itinerant hawkers and pedlars who can traffic merchandise without paying a license to the town Town merchants live here and have helped build up Aurora Why should outside hawkers and pedlars be allowed to come in and compete without contributing to local taxes The editor of the Banner ap pears to have a natural soft spot for hawkers and pedlars He informed them not long ago that they had nothing to worry about if they hadnt a license We Reported Correctly We are charged with having misinformed our readers in re gard to the cost of meters We are charged with misinforming them to the extent that the trial period for meters was months instead of motnhs To these charges we reply that reported what we heard in council And also what heard at the public meeting in the old town hall on July at which meeting no Banner re porter was present The suggestion that meters would cost this town was repeatedly made in council de bates and it was the strongest point made by Reeve Cook at the public meeting on July He wanted to know where the money was coming from to pay for them We reported correctly what we heard in council and at pub- lie meeting on meters If we report correctly what takes place in council we cannot be ex pected to take responsibility for the errors of of council Eleven months and 14000 were repeatedly mentioned and we reported accordingly Never in our presence was the agreement for meters ever laid was passed when in fact it was Jon the council table for discus not passed The facts are that a hawkers and pedlars bylaw was introduced and passed a reading on June after it had been debated in council on March 10 again on May It is true that since it was given a first reading en June it was deferred on July 3 and again on July At this date of writing nothing more lias been done in the matter which is a discredit not to us but to the council which has neglected it We have taken the stand that our local tradesmen pay heavy and should not be exposed The whole history of the meter problem in Aurora is marked by lack of clarity con fusion and indecision An in stance of the blind leading the blind Jack Benny Methods The editor of the Banner ap pears to us to be picking around on odds and ends for a build up for council It seems to us also that he would like to cre ate a prejudice against us We may be wrong The Banner edi tor and reporter may just be in need of copy to fill up front- page holes Page 13 Col i This committee granted a building permit to the company represented by Mr and when protest ing petitioners appeared before council they wore told by the chairman of the committee which granted the permit that the fact that a building permit had been issued didnt mean anything Is it now to be taken for granted that when any one obtains a building permit it doesnt moan anything The whole thing is ridiculous The one object of getting a building permit is in order to build If it doesnt mean anything then why get it At this date of writing we have no idea what will be done in the matter of the building permit granted to the But this we can say Because of the ineptitude of the building permits committee the Jar- fat company is being taken for a rough rale And a very unnecessary rough ride at that Until every possibility lias been exploded and no doubt remained the building permit for the company ought not to have been issued Then no one could have had any complaints The above is but one example of the fumbling and blundering that have this year turned council govern ment into something resembling a farce There is the landuse bylaw passed in March which homebuilders have been required to observe and which the town solicitor is now being requested to interpret We submit that under a businesslike mayor such things could not have happened Without good leader ship there cannot be good government Good leader ship in council must originate from the head of the table We are not concerned with Mr Bell as a private individual Our concern is with his capacity in the office of mayor We shall continue to show further reasons for the claim that Its WHAT THEY ARE SAYING Aurora Lawn Gain Two Tournament Wins In Very Friendly Contests One of the best and most friendly lawn bowling twilight tournaments took place at Aurora on Tues day Sept clear night and no dew provided ideal bowling conditions As for friendliness it couldnt have been better Our friends from the Newmarket club came in to the number of eight rinks and other friends from and Tottenham were present t Among those present from Newmarket we had the privilege of welcoming President Frank Courtney and Mrs Courtney Mr and Mrs McCaffrey Homer Blair Mr and Mrs Willis Mr and Mrs Mr and Mrs Gibson Mrs Watt Mrs Kester Hugo Vaughan Goring Norm Hopper Ken Bain Del J Swin dles Mrs Osborne The re doubtable Andy Murdison rare ly absent from Aurora tourna ments was not present on this occasion We have commented in the past that although our Aurora membership is not large our bowlers are keen and many of them exceptionally skilful New market is of course famous for the excellence of its lawn bowl ers In this tournament contest here were also the and Tottenham artists Win For Aurora Out of this conflict of skill in this mixed trebles competition an Aurora rink skipped by Ir win Watte and Including Miss Grace Patterson and Dr Madge won the tournament It will bo generally agreed that this was a great triumph for the Aurora trio and we offer them our con Sept
