off preparation for until wo move back from the front lines We aro at last under orders to move to a camp Since June 2nd not a day passed without hundreds of shells passing over our heads or exploding all around us Wo have been in Hie front area since Sept 1st and have stayed than three other battalions who were stationed north and south of us The Battalion has lost a lot of men as no doubt no ticed in he casualty lists hut they carried on the work assign ed and did heir bit nobly and men and officers deserve a wellearned rest have been away from headquarters for 113 days all lime in the undertake the im provement of the main highways leading into Toronto the three interests to contribute a third each to the cost The result of these negotia tions was lh foundation of a Highway Commission composed of Lionel Clark the present Chairman of the Harbour Com mission and the laic Controller Ward representing the City of Toronto Trcthewey rep resenting the Provincial Govern ment and Warden J Hull W and George Henry representing the County of York This Commission was formed and began work in At the beginning the road schedule was composed of miles The Commission appointed Mr A James asChiof Engineer and he haft since been responsible to the Board for the work of the Highway Improvement We spent under original agreement with the city each of the three interests contributing In 1915 a new Act was by the Ontario Legislature grant ing more generous aid towards Highway Improvement Under his legislation the Province pays towards construction and 20 towards the maintenance of the improved highways in these County systems The balance of cost equally by the City and County in our parlicu system Under this now ar rangement all of York County is included With passing of this Act of 1915 we now work under a Provincial Statute rath er under an agreement be tween the City of Toronto arid the County of York Our Hoard is now composed of five members Controller Foster and Ex- other County roads in Province We were able to profit by the experience of those who had begun work before us wo averaged on actual road construction about per mile When wo startca work between and woula have been estimate of cost per mile but conditions changed motor traffic has in creased eight or ninefold and our people appreciate bettor of road construction as they did not when we started at the moment in all likelihood will not suit five years hence The Counties of this Province who are just about to undertake a system of Highway Improvement and there only four out of organiz ed Counties who have not improv ed highway systems or system now being organized have a big advantage in that they have the experience of the others during tho last fifteen years which has shown marked progress I look for a vast Improvement in all tho rural highways of Ibis County After we are through settling with the enemy of real progress overseas wo are lo have a great awakening our people will not be satisfied with the old order of things The improve of the County or main high ways has an educative vaiue that will not be lost on the minor mu nicipalities Our side roads must needs he improved because our farmers wijl not be satisfied un less they can motor home on a good road during all ho seasons I say motor advisedly because who more than the farmer needs a motor and I hear someone say Who more than ho can affora one if present prices continue Hut I am addressing York Pi oneers who have the wonderful achievements of the storied past lo inspire thorn This County has
