honor of wounded self- esteem York County Roads I At the December meeting of the York Pioneers George Stewart Henry MLA Hast York member of the Toronto York Highway Commission and a member of the York Pioneers gave an address on York County Mr Henry said in pari In giv ing you a sketch of road develop ment and improvement in the Co Of York it may not be out of place to go back for a few moments and refresh our memories as to beginning of our roads and roaa systems Under the French Regime there was a surveyorgeneral knovn as Grand Voyer who had charge of road development Then fol lowing the British conquest Gen eral Murray instituted the Stat ute Labor System in which still survives in many sections of this Province Under this sys tem a certain amount of labor was levied against each parcel of real properly adjusted according to a schedule which increased with the assessment If the la bor was not performed within a specified time under the direction of a pathmaster it was com muted and levied with other tax In he Justices of the Peace were highway commission and bad power warn out residonts- to do their annua labor in much the same manner the pathmasters under the Municipal Act of the present day This system proved of consid erable advantage and many sec tions can show good results ob tained under due largely the public spirit of the people ana the pride they in stage coaches were running Kingston ltd In the Government the Home District Administration Instituted a system of loll gales on what was known as the York Roads This mci nod or raising revenue for road maintenance was continued for years up to when these roads were fin ally handed over to the minor municipalities But the toll Rate system was instituted considerable Government money was granted for the improvement of these main roads In 1833 the year the loll system was in stituted was spent on St on the Kingston Road and on St and four years later after had a city 100000 was set for the roads in the Home District which included the present Counties of Peel York and Ontario It was during this period that these roads received their present which show evidence of a desire to make them good efficient highways A few years later learn that the was macadamiz ed and in the York arid Road was built as a plank road These items are of interest as they give evidence the growth of the country and justify us in saying that as our population increases and wealth accumulates we may look for im provement in all bur highways In Municipal Institutes were established in Upper Cana da early nineties revenue was sufficient to maintain the badly starved roads finally he York Roads were handed over to the minor municipalities through which the various sec- lions ran When the York Roads System was bought from the Government W was given charge After three years Silas James un dertook the work and in 1876 J T Stokes was appointed This system was followed until 1803 when a
