able- ballot by which the Union Government will sect lo control all the doubtful seals thus is fighting for liberty and freedom and yet this is Hie very thing the Borden Govern ment is violating Mr King de scribed at length the agreement between two parlies concern ing the extension of parliament for one year during which lime no contentious measures were to be brought in and yet the Borden Government forced through Par- in its dying hours three of the most vicious measures ever enacted by any coutry Con scription Canadian Northern Bill and the Franchise Act Mr King declared that it was manifestly unjust to conscript life only in this struggle The soldier should be given the first consideration and next to the soldier those dependent on him If the soldiers were properly paid and their dependents properly looked after by the State if the wealth and resources of the coun try and the munition profits were made to do their part the neces sary men could be obtained with out- conscription The Govern ment had no policy in recruiting and the National Service Cards issued at a tremendous expense proved such a blunder that the has been abolished Had conscription been brought about in the right way al the commencement of the war or af ter consulting the people it would have been a different mat ter but without the voice of the people being heard he believed that to force conscription on the country was only to crealo un rest and divisions in Canada at a time when of all limes we needed to be united Unless Canada were united sin could render no real help the men at the front or lo Great Britain and her Allies Mr King prom ised if elected to do everything that will help the prosecution of War If he were to issue an address Mr King said that ho would com mence it with
