part of a systematic campaign to incite the people to lastditch ferocity Tha Globe of Friday last sugges tively observes The Ontario Gov ernment continues to do battle against the liquor with wo padded gloves However the Commission proposition becomes a fixed fact members of liquor license boards and license inspectors will have to get busy hunting another job with a falary A memorandum at Ottawa on Friday last states that the King has recently inspected the Canadian Division with Lord Kitchener and was much pleased with their appearance While- contingent have experienced great hardships through very inclement weather they have borne up cheerfully and have manifested spirit Referring to Mr Row- ells war speeches the Hamil ton Herald Independent says Mr speech on Satur day was not merely fervently patriotic but was practical also He set forth the obligations of Canadian men of military ape volunteer their services Such speeches as that of Mr arc needed lo arouse our young men to the needs of the situation and lo the realization of their own obligations It is reported in the City press that an and drastic in liquor administration is being considered by the Ontario Gov ernment arid current rumor at the Parliament Buildings has it that the Provincial Secretary will introduce a bill at the coming session of the Leg islature doing away with the present system of Riding License Boards and establishing in its place a Commis sion of five men who will assume charge of the license branch of the Provincial Secretarys Department and have control over it This will mean that the present license inspec tors of Ontario will be abolished This move will take the starch out of the liquor license patronage Newspapers and the Public From the Ttronto News In theory a newspaper consists of news and comment ar0 advertising By excluding news and comment the paper becomes uninteresting By ex cluding advertising it becomes Un- table Th breading notice put in to somebody or to aid a good cause occupies space which could be letter employed For reason it is a direct charge against the publisher These are kindergarten axioms perhaps but it is noli certain that the public is familiar with them 11 all modern institutions none other is so inherently democratic as the newspaper Us whole interest is for the protection of the weak the strong for that is the chief in terest of the majority of the com munity It serves In the public journal has its hand on the pulse the- average man and directs its policy accordingly People know this for constantly they act upon tlieir knowledge This particular charity is a worthy one I am sure the papers will give us whatever space we ineed to appeal for aid Let us suppose that in such a case the newspapers follow their usual custom and permit sympathy to interfere with business Not only is space granted as good as a rash contribution the newspaper management is expected to subscribe with more or less liberality Perhaps complaint fe es pecially as the Lord a cheerful giver hut there are limit to all things No one doubts the spirit of a grocer who sells goods for actual cost to a poor family But no one would ask him to give goods away and then further with a contribution A newspaper as much a business as a grocery shop Truly It Is a servant of the com munity but there is no reason that it should be an unprofitable The attitude of editors towards all desirable projects patriotic charit able religious municipal even poli tical Is perhaps too easy Probably as long as time shall last newspapers will give up their space in a manner which will do more honor to their than to their heads But honorary secretaries presidents gen eral managers should be considered lions and extensions In the plant and
