NEWMARKET A days ago the leader of Opposition in the Cpmmons Mr Bor den introduced a resolution declaring in favor of certain modifications to the Audit Act so as to retain the services of AuditorGeneral He says there might be differ ences of opinion as to whether Mr had exercised his author ity in a reasonable or unreasonable spirit but no one could doubt bis impartiality The Finance Minister replied and so- convincing was his remarks that the above resolution was defeated without a division Hon Mr Fielding said there were no new conditions in national financing calling for an amendment Of the Au dit Act neither was their lack authority for Mr Macdougall to make a thorough audit of the public ac counts If he wanted more authority it was to enable him to travel be yond his sphere Hon Mr Fielding then pointed out to the House that the essence of tbe proposed amendment was that final control of a public expenditure should be taken from Parliament and handed over to the Exchequer Court This simply meant a reversal of the principals of constitutional usage- something which couM not be serious- entertained Proceeding on the Hon Minister said as Sir John A used to contend it was far better than Parliament should have the right even to do wrong than that the principal of Ministerial and Parliamentary responsibility should be upset With this contention we believe the country generally will be in accord Both Government and Parliament must be held responsible to the electorate and no pretext must be set up as a blind to cover retreat for abuse of constitutional usage A mere officer of Parliament it Vitas Dance TREATED THROUGH THE BLOOD AND NERVES of the Worst Caeca on Cured Through of Dr Pink Pills Record I Word comes from Ottawa to the eflecfe thatthe engines as to liability re bridges Here is the law on the subject Subsection of section cap provides that before it shall be lawful to run such engines that is traction engines over any highway whereon no tolls are levied it shall be the duty of the person or persons proposing to run the same to strengthen at his or their own ex pense all bridges and culverts to be crossed by such engines and to keep the same in repair so long as tbe highway is so used Subsection of this section provides that the cost of such repairs shall be borne by the owners of different engines in proportion to the number of engines run over such bridges or culverts In the foregoing law was amended by providing that it should not apply to engines used for threshing purposes or for machinery in construction of roadways hast session a further amendment was made to the effect that only owners of engines less than eight tons in weight are free from responsibility of the provision 1V7 but the following provision is also added Provided however thai before crossing such bridge or culvert it shall he the duty of the person or persons proposing to run any engine or machinery men tioned in any of the subsections of this section to lay down on such bridge or culvert planks of such suffi cient width and thickness as may be necessary to fully protect the flooring or surface of such bridge or culvert from any injury that might other wise result thereto front the contact of the wheels of such engine or ma chinery and in default thereof the person in charge or his employer if any shall be liable to the municipal ity for all damage resulting to the flooring or surface of such or culvert as aforesaid Where borne mistake is made in interpreting the foregoing legislation Is that owners of engines states and countries of America in her fruit display at the Worlds Fair Even with California included when real domestic value is considered there is no exhibit in the horticultur al pavilion that endless variety Canada stands match less In her display of apples alone Can ada is showing ninetyfour varieties in their natural state just taken from cold storage In addition to this fully fifty number of red white and black cur rants thirty gooseberries a dozen of cranberries twentyfive crab- apples and a great variety of wild fruits Intermixed with all this fruit are jars of preserved rhubarb twenty varieties of tomatoes golden wax beans green peas green and white cucumbers and almost every thing that enters into household consumption in the way of fruit and vegetables This varied collection so artistically arranged as it is is attracting much attention and pro voking no little astonishment in the of visitors who have heard of the emigration of Western American settlers in Canada or the Canada boom as they call it and are anx ious to learn what Canada can have in the way of fruits Conspicuous among the apples in their natural state may be mentioned the famous northern TROUBLE According to a recent press de spatch from Ottawa we learn that trouble has arisen between the Do minion fisheries authorities and the provincial fisheries department of Quebec over the issue of licenses for cod and other fishing on Mecca tin a Island on the Labrador coast and the cruiser has been despatched by the Hon Mr laine to protect the federal inter ests It seems that the Quebec ister recently issued to a Nova Sco tia firm exclusive rights for these wa ters although Dominion licenses were already in existence for I he same dis trict The occurrence of this dis pute is hut one more argument in favor of an agreement that will clear up the jurisdiction of the Dominion and the provinces over the fisheries which has been an open question ever since the judgment of the Privy Coun cil was announced some five years ago It was recently stated that the governments had agreed io bit rate this issue but the provincial dele gates left Ottawa without any agreement in this connection being definitely consummated Instead of repelling Indications arc more- than apparent of the attractive power the present Federal Govern ment at Ottawa A recent illustra tion of ft fact Ih Have was said by the Ministerial speakers about the fact that the scheme was initiated by him Mr made the following explanation of the comparative cost and usefulness of the hydraulic lift lock at Peterborough and ordinary locks It would take five ordinary locks to overcome the level overcome by the lift lock Tho five would cost One Hydraulic lock cost The cost of maintenance of the five ordinary locks would be against for the lift lock A vessel going through the five ordinary locks would take an hour and a half but If two vessels met one would go through in an hour and a half and the other would take three hours In the lift lock two vessels could pass by in twelve min utes The annual cost of repairs on I he five ordinary locks was and the estimated annual repairs for the lift lock was If the Having in wages and repairs were capitalized It would make considerably more than his if deducted from cost of the lift lock would make its cost very little more than that of the five
