renting potted plants palms and other interior de corations to cafes saloons and to families These plants are changed as often as wanted One day there may lie one of the waving pampas plumes and in the same place the day following may appear a bloom ing geranium The uninitiated would imagine that owner of room was also the proprietor of a hothouse These plants may be rented for per month apiece In summer they are taken out and fresh flowers bom of rain and sun- shine placed in their stead did not like the looks of hot house flowers when the weather is warm and naturally blossoms are cheap Crystal City III are coming in in abundance There may be found magnolia blossoms for they are plentiful on the of the south in this season Then there native roses and daffodils and dande lions that give fragrance and take the room of the potted plants which do very well in winter The citizens of Friday voted down the bylaw for the estab lishment of a market are to be begun immediately id the construction of the Ontario Rainy River Railway CAUSE ton I rejoice on being to congratu late you that the Province is being favored with another abundant harvest that prices of almost all the products of the have been satis factory to agriculturist There lias been no abatement in the efforts of the Department of Agriculture to promote welfare of tho husbandman through operations of the numer ous agencies and organizations under its direction and by preparation and wide circulation of bulletins and reports of an instructive practical and experimental work in connection with the Agricultural College continues to afford much val uable instruction and encouragement to those who can personally investigate it is evidenced by the constantly increasing number of farmers who con tinue to visit and inspect its opera tions not less than having visited the college and farm during the month of June last It is grati fying to learn that the work of the department in enforcing the provisions of the act of last session with respect to the spread of the San Jose scale and in protecting the orch ards of the Province from triedestruc tive ravages of that pest has actively pursued and with good re sults It is also a subject for congratula tion that the trade and commerce of the Province are constantly increasing and that agricultural manufacturing and commercial enterprises are alike prosperous and successful Great activity still prevails in the mining districts and there is abundant evi dence that the mineral wealth of north ern Ontario is being steadily developed It is gratifying to record tho in creasing interest which being taken in road and street improvement throughout the Province Successful efforts to bring about reform parent in districts The fullest information appears to bo derived by both urban and rural municipalities regarding this branch of public work the importance of which cannot be overestimated influencing so largely as it does the commercial agricultural and social welfare of the community TUB LUMBER TRADE Owing I believe to the unsettled condition of certain branches of trade in the adjoining Republic arising out of the war with Spain and the duty imposed by the tariff of that nation on lumber when imported the lumler market has not been as active as in former years I am pleased to le able to state that shipments to the British markets have greatly increased and that satisfactory prices have been oh- The work of the commission ap pointed last year to enquire into the practicability of preserving and re storing the act as constables or special constables on election or poll ing day or to perforin other work or public duties connected with the elec tion and for other purposes PROVINCIAL VfSIIKRIKS Plebiscite Era doubt whether the Dominion Gov ernment have the power enforce total prohibition on a Province or a Province on a County or a County on a Township for the principle of our Constitution is that every community should manage it own local affairs and The Wm Cane Sons Mfg Co NEWMARKET hould manage his own This is what our Customers say of our The long contested question between the Governments of Canada and the Provinces relating to the rights in and over Provincial fisheries has at length been finally decided by the Imperial Privy Council Leases of fishing rights in Provincial waters and licen ses and permits to fish in Provincial waters have heretofore been granted by the Department of Marine and Fisheries under the laws and regula tions of the Dominion The judg ment of the Privy Council has deter mined that the rights to fish in Pro vincial waters including the waters of the great lakes and international and interprovincial rivers can be granted only by the Provinces and the revenues derivable therefrom are payable to the Provincial Government The regulations as to the time and manner in which fish may be taken tho instruments for capture which may be employed the fixing of close seasons and some other minor mat ters of regulation are by the judgment declared to be subject wholly to Do minion legislation and the Govern ment of the Dominion is held entitled to impose a tax for revenue purposes as a condition of right to fish It is desirable In public interest to make further provision for the due ad ministration by Province of the important rights and interests which are now definitely to belong to the Province and for the collection of the revenue to be derived therefrom A bill upon the subject will be sub mitted to you The proposed legislation in respect to the two last mentioned questions is among the reasons for your being call ed together this somewhat unusua1 season of the year and I trust that you will deem them of sufiicient press ing importance to secure your approv al of the course which has been taken It is presumed that when you have disposed of matters which are immedi ately urgent you will prefer postpon ing consideration of other and general business until the early part of next year I feel assured that your delibera tions will ho characterized by wisdom and patriotism and that they will conduce to happiness and pros perity of the people Dreadfully that a man family I suppose the plebiscite on the total prohibition question will sooner or later submitted to the people and I cant help thinking how injudicious they would he if they submitted to it I never would for I object to any leg islation that attempts to deprive me of my manhoods rights In the next place they would take from the country eight millions of revenue be sides destroying over one hundred millions or more of property and would then do no good for if they spent fifty millions more they could not enforce it I sympathize with the temperance people but commend them to work for some practical means for relieving the suffering caused by in temperance in which sane people could join and assist The great cause of suffering is that the drunkard neglects to provide for his family I would take him and put him in gaol and make him work for them rising a whip if necessary I can see no rea son why a mans labor should be lost both to himself and family because he is in gaol On the contrary I see the necessity of teaching everyone to honestly support themselves and fami ly and I see no injustice to the man if they are so compelled to do this for themselves either in or out of gaol They are one of the community and have to be supported and it is better that they should do it for themselves than that we should have to do it for them Moral Make all gaols self supporting A Editors Note Our columns ate open for both sides to discuss this question till the vote is taken Let ters should be brief and to the point Must be received on Monday to
