This is quite worrisome. Therefore, I recommend the following in the interim: 1. Implement caps on enrolment into this optional program effective September 2012. Enrol enough FI students to fill the available spots at those schools already providing FI for 2012-13 (i.e. stop any further expansion until a thorough review is done) 2. Reduce FI boundaries to match the EP (English program) school boundaries 3. Assess the appropriateness and fairness of running a single-track school in one ward -- a unique and very divisive approach. Consider whether a single track French Immersion school does not, in essence, comprise a `specialist school' and thus should be open to all of Oakville with certain enrolment criteria and a program that should be delivered in an enhanced format, such as 100 per cent in French. Alternatively, convert to a dual track school, which is the model in the rest of the region 4. Implement core French in all schools starting in Grade 1 for 2012-13 (thus addressing the demand for the language itself) 5. Take away the school board's ability to do any active or passive screening (i.e. if a student is found to have difficulty within FI, they should be supported just as children in the English program are entitled to be supported) 6. Put board policies in place that protect mandated programs (i.e. English program, special education) and ensure balanced enrolment within a dual track school Once the above are accomplished, then a thorough review can be done by consultants external to the HDSB. The suitability of schools to accommodate a dual-track program in a way that is inclusive, equitable in resources and ensures excellence in programming and its delivery in both tracks needs to be considered among many other factors. I'm not interested in any opinions or rebuttals, just actions that promote a democratic and transparent process that is evidence-based and ethically grounded.
