But that doesn't mean all reusable or recyclable waste avoids the Regional Road 25 dump. Halton's Manager of Waste Planning and Collection David Miles said recent audits of household garbage placed curbside show an average bag contains 13 per cent recyclable material and 23 per cent organic waste. While most of Halton's garbage stays in the region, Miles said garbage collected from apartments is shipped to a privately-operated landfill site in Niagara Region. Single-family homes in Halton are diverting 60 per cent of their waste through recycling programs, including the GreenCart, Blue Box, Household Hazardous Waste and Grasscycling, and Miles said his department is always on the lookout for new markets for recyclable material. "In 2011, Halton Region started a pilot program for residents to drop off plastic plant pots and trays for recycling. While these materials are not accepted in the Blue Box, an Ontario market is developing for these items if they are collected separately," he said. The pilot ends this month and the results will be available later in the year. About 150,000 Halton households receive GreenCart collection and the Region is implementing the service in high-density townhouse complexes and is now conducting a GreenCart pilot project at four apartment buildings. It's expected that over the next few years the program will be available for all apartments in Halton. Green bins are also used by 116 public and Catholic schools in the region and the remaining 42 schools should be participating by the end of June 2012. Regional and municipal facilities, like the Halton Regional Centre also participate in the GreenCart program. All of Halton's organic material is processed in Hamilton at a composting facility. The Region's 2012-2016 Solid Waste Management Strategy, expected to be approved by council next month, proposes a 70 per cent diversion strategy. A `pay as you throw' plan, online waste swap program and curbside construction collection are three of 11 new programs Halton has proposed to increase waste diversion 10 per cent. But that increase comes at a cost. The Region estimates the combined cost of all strategies would result in a $7.26 tax increase for every $100,000 in current value assessment.
