are still decided in back rooms where only carefully selected in formation emerges in running Towns and Municipalities the release stated The gap between reality and perception of what goes on often suggests manage ment as though by Phantoms How are decisions made Who makes them In the press release Mr Hyde was quoted as saving In our Town Phantoms will have us believe annual increases in budgets and mill rates are within current rates of inflation Are they The Town has increased operating costs by 82 per cent per capita in each of the last three years twice the rate of pre- inflation On the revenue side both Residential and Com mercial mill rates have increas ed by 63 per cent annum for each of the last six years The dif ference in increases between operations and revenues creates gaps which compound to effec tive rates of interest of 287 per cent and 204 per cent in a three year term respectively or a shortfall representing one years mill rate increase every three years Clearly we the Proposal entered the irreversible MOE process which will inevitably lead to an expensive hearing The Phantom clipped 25 per cent off the estimate to try the proposal clearly a low priority for Council in spite of public Town and Region need the voice of responsible indignation to stop the financial drain for both residents and developers to bring all stakeholders to the deci sion making and to bolster the leadership It makes no sense to have rich risk free administra tions fat and happy Phantoms while people in Towns and Region struggle to live up to the in satiable ambitions of others The Phantoms must skinny down and seriously think quality Customer Service not for just those ex cellent front office staff facing the public but also in the decision making
