collecting welfarebenefits During the forum held by the minister of state for small business and tourism and MP Garth Turner at Trinity United Church in Acton Ellane Snels said she applied for- a dental plan but was offered a full welfare package When I have to pay to have a tooth out that hurts Thats half my salary Ms Snels said What shocked me even more- welfare workers said well pay for the dental plan and well also give you more money Ive already worked hard to get out of that system Theyre going to pull me back into it the single mother said Welfare allocations take place at the local level although funds are provided by the federal govern ment Mr said The majority of Canadians would like to ensure that they dont go on welfare he said but there are a lot of teenagers taking ad Saturday where the MP and minister of state for small business and tourism Tom Hockin heard local residents ask for decreased federal spen ding The GST proposed by federal finance minister Michael Wilson would be levied in against most goods and services at a rate of nine per cent replacing a per cent tax now levied on per cent of manufactured goods But Mr Turner said a report soon to be released by Mississauga South MP Don Blenkarn chairman of a cabinet standing committee on finance will call for a seven per cent GST The seven per cent rate could be achieved by cancelling proposed tax rebates to lower and middle in come earners and by taxing groceries Mr Turner said But the minister of state says he stands behind the federally- proposed goods and service tax Im a member of cabinet so I support Michael Wilsons pro- posaj Mr Hockin said We could tax groceries and get the GST down to seven per cent but Im not in favor of taxing groceries Mr Turner said a survey com pleted by constituents showed 54 per cent would support the GST at a lower rate The minister of states position on the GST represents the view of the cabinet Thats the govern ments position right now Mr
