Page THE HERALD OUTLOOK Saturday July Privatized air lines are winning praise By VINCENT EGAN Travel Columnist Thomson News Service When the federal government sold off its remaining per cent stake in Air Canada earlier this month airline officials downplayed the Importance of this second and final stage of the car riers privatization But a look at such divestitures by other governments and even at the moves already taken by our former national flag carrier sug gests that travellers will indeed notice a difference Strictly speaking all that has happened is this Ottawa sole through an undnvritig group its million Air Canada shares the public at 12 each Late last year the government had sold the other 43 per cent of the 52yearold carriers shares at and since then Air Canada has been operating as a private company Here analysts call this process privatization but in the US that term refers to the purchase shares from individual investors and the transformation of a com pany to private status which in turn entails the removal of its shares from stockexchange trading Once a governmentowned utili ty investorowned it and its customers face a whole new set of circumstances in which market forces replace the twin influences of government protection and bureaucratic control A FREE HAND The newly independent Air Canada for example discontinued its services to Sydney NS and substituted flights by its regional affiliate Air Nova In late about the time of the initial public offering of its shares Air Canada trimmed several managerial posts from its cor porate structure When the Japanese government sold off its 345 per cent stake in Japan Air Lines in November 1987 that carrier soon tried to eliminate the job of flight engineer on its Boeing jumbos That precipitated a strike something of a rarity in Japanese industry Its hardly an exaggeration to say that if privatization can suc ceed in Japan where competitive enterprise has long been entangled in a knot of rules laws and longestablished practices then it ought to work anywhere And it probably Recently privatized airlines such as Air Canada and British Airways are winning praise and compliments for their improvements in cabin service even from those travellers with memories long enough to recall the bad old days of civil- service cabin crews some of whom seemed barely able to tolerate the presence of passengers NEW ALLIANCE Now free tor at least freer of the hand of government control of ma jor policy decisions privatized airlines have been seeking strengthen their competitive posi through new partnerships that is by buying into competitors With a view to the advent of the unified European market in 1992 British Airways and KLM Royal Dutch Airlines have each acquired a 20 per cent interest in the operating unit of Sabena Belgiums national airline When the New Zealand govern ment privatized its national car rier in December three other airlines each bought a stake in Air New Zealand Japan Air Lines and American Airlines acquired 75 per cent each and Airways of Australia took 20 per cent LONGER RANGE In anticipation of a more com petitive airtravel market in the next decade with fewer bigger and more freewheeling players the airline industry is well into a capitalexpansion period that belies any prediction of recession high on the list of purchasers of the new Boeing 747400 longrange aircraft are British Airways with orders for and Japan Air Lines buying Air Canada seems to be quicken ing the pace of its route expansion a fastgrowth phase that had already begun before privatiza tion Its new thrust is toward Asia with plans for transPacific ser vice to South Korea and Singapore by 1991 and possibly to Japan Since Air Canada already flies from Canada to Singapore via don and Bombay the Pacific con nection will complete an theworld route If passengers should wonder why the cabin attendants on a 747400 appear happier than usual the secret is that they have their own private backstage area It is hid den at the rear of the airplane with its own seats wardrobe and eight bunk beds on which they can rest in relays one presumes during long nonstop sectors such as those REPRINTED FROM SEPTEMBER There has been so much media hype over real estate commissions in the past year that Im sure you wont find a real estate sales represen tative that is not getting their ears full by now So with full confidence in my ability to relate to you how I feel about it here goes I like many of otehr sales reps in town have had to go over this question with my clients I have found that most people are not upset with paying five or six per cent they are just confused and dont really understand Many are misinformed now because of all the hype and that is all there is to the problem I dont feel that we have to justify salaries so I am not going to go over that with you but I think that my readers should understand better what to expect for the money that they put out to us for our service Service is the key word here for this is what you are paying us for I fully believe that you should get what you pay for and it should be clearly stated before you take on your real estate salesperson of choice All reps work differently some work very hard and some dont When you start the process of hiring someone to work for you to sell your house find out what they are willing to do for you Ask in telligent questions like how much advertising will your home get and in what papers What exposure is this salesperson willing to do with other salespeople and the general public to keep your home in front of their eyes No one knows your home like you do and your personal representative should be second on the list but it could be another representative that sells your home and it is important that the other reps know all the details too How is your rep going to get them to know about your home Will they do special feature sheets for you ask for a their past work for other clients You might even ask for names of a few past clients that you can call on to check out their quality of work they keep in close touch with you on a regular basis giving you updates on showings giving you feedback perhaps suggesting ways to improve the look of your home for future showings above all what will your representative do above and beyond the call of duty to help you get your home marketed properly and successful ly When it comes down to it I dont think people mind paying for a job well done they dont mind paying for a quality job they just mind paying for mediocracy and you shouldnt have to pay for that No one should and there is lots of room for improved service in this profes sion be sure that you get it because you deserve it Homes SoM Creatively Two Reasons
