POWER upset over councils stand on grant Hills councillors are de nying natural justice by not allowing groups whose grant re quests have been recommended for refusal an appeal before the budget is finalized POWER member John Minns says That is denial of natural justice It is not an appropriate manner for the town to be con ducting business Mr Minns said following last Thursdays decision by the budget committee The citizens group POWER Protect Our Water and En vironmental Resources is fighting a proposal by a private firm to build a landfill in the Acton quarry POWER had requested a grant for a public awareness pro gram from the town during its re cent deliberations on grant re quests for the budget year But the towns budget committee which consists of all town coun cillors turned down POWERS re quests along with several other groups that had put in requests for money How could the mayor stand on the steps of Queens Park during a protest last year and say the town was going to lead the fight against the dump and then turn down our request asked Mr Minns Budget committee chairman said the town is In a financial bind this year because of plans to set aside at least to fight the dump The committee has recommended about in grant requests said Bon But the budget committee decid ed not to hear any delegations or appeals before council votes on the budget possibly April said Coun Bonnette Nothing is final even the grant recommendations until council approves the budget he said I just feel that Mr Minns is be ing a little bit premature on his comments We felt this year was an ex traordinary year for grant re quests said noting the town received about 90000 In grant requests Listening to appeals and delega tions during the budget process would turn the whole thing into a threering circus he said POWER says it will be difficult to appeal once council has approv ed the budget Groups whose grant requests were turned down can appeal after councils vote on the budget he said But even the recommendations of the budget committee are not carved in stone until council votes on it he said Some councillors could change their minds or the town could find some mdpe money between now and early April he added And the decision not to listen to appeals until after council votes on the budget does not reflect a change in policy because no one has appealed in the past few years said Coun Bonnette Council merely established a policy In an area where it previous ly didnt have one he said The budget committee will vote on its recommendations on the special grant requests
