development policies are being adhered to have not beer corrected The principal issue is the abandonment by the LDC of the Regional Plans Rural Settlemeni policies Mr Mohammed says ii a report to councillors The LDC is an eight member citizens committee set up by Halton to hear applications for land severances Although members have been trained in Haltons policies the number of decisions which do not adhere to official plan are increas ing Mr Mohammed said in the report Halton has established a set of guidelines in its official plan to guard against excessive strip development and development of rural areas for farm uses The idea is to protect Haltons valuable agricultural land While no single decision would have a detrimental effect on the rural environment the cumulative effect of the decisions which do not adhere to the plan could significantly affect rural Records manager being hired Halton Hills councillors will meet later this year to see if the town can afford to hire a full time records manager Councillors decided Monday to set up a records retention system which would require a records manager with a salary of between and a year The budget committee will make a recommendation when it con siders the 1989 budget later this year A records retention centre will be set up in the basement of the new civic centre on Maple Avenue The value of a well run records centre is beyond question said town administrative assistant Stephen Thomson It is capable of saving the organization costs chiefly by economies of space and equip ment and also ensure proper pro tection and control of records along with easy The manager would be hired for a twoyear period to allow the to prove itself Mr Thom son said The town would evaluate the position after two years to deter mine If it is needed on an ongoing basis he said land said Mr Mohammed And the number of decisions which do not adhere to the plan are high enough for me to be concern ed he said A number of decisions centre around whether or not the ap plicants were bona fide farmers as defined by the official plan While there may be human situations which might call for a favorable judgement for a land severance usually to establish a second residence to house farm help the Ontario Municipal Board says human circumstances are not adequate criteria for separating the land said Mr Mohammed The commissioners report sparked a retort by member John MacDonald who for the most part backs up the com decisions The word abandonment struck me quite forcibly because It has been my experience that the official plan considerations have been very much to the fore said Mr MacDonald After reviewing several decisions in Halton Hills and the reasoning behind them Mr Mac Donald said I may have erred in the nonapplication of the correct Regional plan policy on one occa sion But I can assure you that there was no sense of abandon ment of the Regional plan policies Mr Mohammed is compiling a report to instead of an agent As 1 have mentioned in a previous column we will be moving to a new home in town and of course that means that I will now join camp with the hundreds of families that I have relocated and put our house on the market Even though I can always keep my clients fairly calm through this traumatic phase in their lives I suddenly feel slightly insane Just continue on living your normal lives my usual line to clients naturally does not apply to this home Panic has set in and every detail must be attended to before I will open the door to a prospective purchaser Cupboards must be put straight a nick in the paint must be touched up windows must be cleaned and the list is endless and I will be a wreck before the end of the weekend I know it all seems familiar to most of you but it is not supposed to happen to ME Im cool I m controlled Im objective but not with my own home Now it your turn to laugh at me call me keep me calm and tell me all the things that I have told you
