congratulate the local groups which annually help Beleaguered parents out by organizing a wide variety of activities for youngsters The town recreation depar tment the public libraries and the Georgetown and District YMYWCA in particular impress us more and more with the nature of their summer undertakings their accessibility and their worth to the community Except for the kids themselves newspaper reporters get the best look at the summer youth programmes in action and to be sure those photogenic children in their wild specialevent costumes and frantic activities provide us with plenty of great photos each year But clearly the benefits to the community as a whole deserve the ap plause and continued support of all citizens During the past three years Halton Hills has seen its recreation department develop summer programmes to a level worthy of any major city The Music Arts and Drama MAD programme has evolved from a freewheeling kin dergartenstyle concept into an ex citing array of special events and educational courses that culminate with a colorfully ambitious childrens parade Tot Lot and the touring Playmobile show the department making the best possible use of its own facilities and those of the Halton Board of Education and theyre just the beginning The Georgetown summer ac tivities enjoy enormous popularity of their own but rather than stealing the rec departments thunder the twin programmes seem to mesh year after year Kinder fun and similar programmes for preschoolers are a summer blessing for young parents as well as an excellent pastime for the small fry Then theres the town libraries which we like to think have done more for amalgamating Acton and Georgetown as they should be than virtually any other group or agency in Halton Hills The Georgetown library has put up with cramped quarters this summer while the arts complex is being built but its made economic use of the space provided in Guelphview Square by Rex Heslop Associates and puts on some great shows at the Park gym Between these two sites and the scenic Acton public library bounce another wideranging series of kids events from special onetime shows by semiprofessional performers to casual gatherings of likeinterested kids over the course of the summer The libraries have given us at very little cost Christmas in July blowing contests a sum mer reading club weird collections gobs of glue and pots of paint dazzling colors and even more dazzling smiles on the faces of young participants Surely all these groups and some we may have overlooked for the moment have done a great deal for Hills and continue to boost their annual contribution Were happy to see public facilities being used during the summer doldrum months were glad so many young teenagers are fin ding summer work while developing leadership potential and were always delighted to see busy happily conten ted youngsters Improving on summer vacation is pretty hard to do but we feel these three things quite the same again First of all let me hank our senior reporter for filling in at the editor desk during my tint real holiday to three years After pending the odd weekend In Montreal Sauble Beach or how could I be to cruel to myself Buffalo In recent years 1 finally got away for a major overhaul And as one North American way politics are concerned I must say my holiday In and around Montego Bay was quite an eyeopener Its odd how my two weeks off played themselves out finish at work on the Friday fly to Jamaica on the Saturday spend two days getting used to the heat the slower pace of living the high cost of living and the amazingly different attitude of the Jamaican people gear down to the troublefree tropical lifestyle until the following Saturday then back to Ontario a week of rain outdated laws governing personal lifestyle high tension fast freeways Its almost as though the two weeks played themselves out in sharp contrast to accentuate what Id observed in Die way of differences between Jamaica and Canada Some of those observations the average Jamaican Is more trustworthy than the average Canadian and 1 not just talking bout the hotel staff Hes also more industrious even though there are no Jobs for him hes far poorer rarely able to afford an evenings alcohol a movie or a meal out he a more easygoing and far less Inhibited socially nightly Joining his fellow townsfolk in the downtown streets to watch the world go by listen to music and Just talk everythings ridiculously expensive because of an Inflation rate far in excess of our own The cost of living has tumped since Edward Seagas Labor Party took over the government lost year no doubt the result of a new administration using Westernlzad financial policies to repair an economy already devastated by the pseudosocialist of former Michael And Mauley in turn I believe had been Illequipped to bolster the islands economy after years of colonial rule Ihc debilitating effect of which time literally seems to stow down there It has a lotto do with general living North American visitors must exercise the patience of Job their waiting will always be rewarded The only fast moving objects In Jamaica are the taxi cabs and buses and the rapid tuneful tongues of tho residents There were tourists among us who would never leave the fine white beaches and rum laden bars of the resort hotels except to board the tour buses for day tripe to Rlos and other international attractions I took a cab from Mo Bay to Rlos one white stronghold to the other but I felt I could never turn my back on the terrible damage caused there by the Spanish and British Imperialists who exploited the Island for centuries Thinking about a trip to Jamaica Go there by all means the climate Is wonderful and the splendid natural attractions are plentiful following an endless trail between mounts In top and seaside Things are expensive but Canadian dollar buys you Jamaican Most Jamaicans live In abject poverty but they will not bother you for spare change like the kids along Street most of them carry the subconscious weight of the white mans repression but they will assist you benevolently upon request But don consider Jamaica a place to get away from It all Iti most Importantly a place where your perspective of the world can be altered if you allow it It may leave you shaken but your vision frequently but In the last month or so It seems to me the Canadian political picture has been seriously discolored by an unusual doseofslcaiiness Itrealiyhasntbeen a great month for political morality I dont suggest there have been any outright scandals or Illegalities rather there have been a number of unrelated events that caused us to cast a rather suspicious eye on some of our Institu tions and politicians For instance 1 dont know whether any former cabinet ministers In Alberta acted improperly in certain land transac tions In the province 1 only know that he suggestion Is being made almost dally And while there was nothing Improper In way our federal MPs voted themselves a hefty pay Increase there was a sleazy tinge to the way theywemaboutlt The fact that such a selfserving piece of legislation could race through Parliament without any one knowing its total cos I or appearing to give a hoot does nothing to enhance the reputation of the House of Commons or the Senate And he legislation was Introduced only after there had been marathon behind scenes negotiations a virtual conspiracy to eliminate opposition This would never occur with any other type of bill And then here was the timing The legislation was pushed through with its retroactive provisions Just before MPs took off on a threemonth summer recess MORE SLEAZE Again on a bout of Insomnia among political watchers But there were other sleazy events happening at the same time the most notable of which was the Coutts Affair Now its one thing for Jim Coutts as Prime Minister Trudeaus principal secretary to seek a seat In but its quite another thing for to create the opening the way he did In order to let Coutla run In he Toronto riding of the prime minister appointed the sitting MP to Ihe Senate thereby subjecting the good people of to an absolutely unnecessary electoral exercise who reached the age of without distinguishing himself in Parliament is no more deserving of a Senate appointment than your average Pelee Islam arm wrestler If lives to be he will collect well over million from the Senate payroll and thats not even allowing for salary Increases In the meantime I only hope that If he gets himself elected will not forget this campaign contribution from the taxpayers For real sleaze this whole exercise is hard to beat TRIES HARD However Transport Minister JeanLuc Pepin deserves full marks for trying By welting until Parliament had recessed and half the MPs are travelling abroad on various parlia delegations before ing lie was dismembering Canadas passenger rail service Pepin clearly deserves an honorable mention for political And It wasn Just the curtailment of rail services It was the way It was done Instead of going through the normal procedure of having the Canadian Transport Commission hold public hearings and Instead of consult ing the affected regions and instead of at least letting MPs have their rightful ray In Parliament the minister bypassed everyone except the cabinet This was not only politically sleazy it was politically stupid And if you will pardon the pun I would predict that Pepin will do some back tracking on this one Sorry about that While on the general subject of I had Intended to discuss those campaign workers for Tory In the Quebec riding of Joliette and their convoluted attempts to get help from the separatist Parti But thats a subject for another day Politicians channel thoughts towards TV Ontarios future ueens Park Derek Nelson Queens Park Bureau of The Herald Its Intriguing how politicians decide how one organization has a vested interest white another la partisan Richard Johnston West gave a classic example of how It works during debate here before a legislative committee which was looking at TV Ontario stricken budget As a result dependence on revenue other than provincial grants has increased substantially one of Its officials said Among the means suggested for making Up the shortfall Is more corpora le sponsorship of programs which Is basically how the PBS network In the US keeps afloat That doesnt mean soap advertisements just a message that suchandsuch a company paid for this program Johnston had philosophic doubts about this sponsorship role In terms of the independence of the network and the integrity In part of some of the kinds of issues that might be dealt with He used the example of an oil company sponsoring a program on energy which he suggested would slant the results NOT GOOD We get a distortion he said We get a vested Interest outlook rather than getting what we hoped we would gel which would be a relatively objective educational role for TV Ontario What is fascinating about Johnstons reasoning Is the double standard it assumes for human beings Somehow hose who work in the private sector like at oil companies are manipulators with vested interests while those whose Job is with government like TV Ontario pursue a relatively objective educational role In truth nothing would be more natural than for government employ ees of a government television network to have a vested Interest in enhancing he role of government In any direc lion Including energy development TWO WAYS Johnston simultaneously concedes and denies this reality calling TV Ontario a government sponsored network that government better keep a damned good vested Interest in confusingly a provincial non partisan authority at the same Actually life In any bureaucracy whether private Imperial Oil or government TV Ontario isnt quite as cut Johnston implies people can be capable of Independent thought More important perhaps Is that the over all approach of the network should have some kind of balance and perspective without worrying too much about any individual program or series GOOD STUFF Actually the general approval of TV Ontario by the Johnstons of the world gives some Indication of where its programming usually comes from In political and philosophic terms One remembers a Who
