Councillors Blair Lancaster and Paul Sharman remained quiet as their colleagues recently took part in a lengthy debate over whether the Regional funding was justified. I cannot support this, said Oakville Councillor Cathy Duddeck. We ask Regional staff to demonstrate fiscal restraint. I think we around this table have to demonstrate some fis- cal restraint. The funding would have sent Lancaster and Sharman to Sweden for a one-week sustainable urban planning tour from Sept. 17 to 24. Following now Burlington Mayor Rick Goldrings return from the study trip in 2009, he gave a much-praised presentation on sustainable devel- opment to councillors. However, during the recent council meeting, some questioned what sustainability initiatives were implemented in Halton as a result of the 2009 trip. Whats been the impact of the last trip? asked Burlington Councillor Marianne Meed Ward. Goldring, who accepted 100 per cent respon- sibility for bringing the request to council, said the experience builds knowledge. I suggest with everything we learn, every- thing we read, every conservation we have were building on our knowledge and understanding of each issue. Is it worth the money we spend sending councillors to FCM (Federation of Canadian Municipalities) events? Were building on a foundation of knowledge. Goldring said he emailed all 21 members of council about the SymbioCity Study Tour to gauge their interest, to which Lancaster and Sharman put their names forward. The request was for $6,000 from the Councillors Conference/Conventions Budget typically used to send councillors to FCM and AMO (Association of Municipalities of Ontario) events and $3,000 from each of Lancasters and Sharmans personal budgets. Councillors had no qualms with the funds coming from the personal budgets and sug- gested the City of Burlington, not the Region, cover the remaining $6,000. I think it would maximize the benefit to the group if we didnt all go to the same thing, added Oakville Mayor Rob Burton. First we send one (councillor) from Burlington to the event in Sweden, then two (councillors) from Burlington to Sweden. You risk being known as the Burlington Travel Club. Not all were against the funding. We can all learn from whats going in Europe, Japan and China. The rest of the world is moving on and we seem stuck here, said Halton Hills Councillor Jane Fogal, adding her only regret was not putting her name forward for the trip. Yes, theyre going back to same place but its not the same conference. Theyre different things to be learned. Just like we go to AMO year after year. Goldring put forth a motion to amend the report to allocate funding for one councillor, not two, to attend. It was defeated in an 11-10 vote. During the 2009 tour, Goldring spent six nights in three cities in Sweden. During the week he met with elected officials, including the mayor of Malmo, took in 24 lecture presenta- tions and went on eight tours including visits to sustainable neighbourhoods, advanced waste collection facilities, a wind farm and biogas plant, and a waste-to-energy plant.
