council will be as good as the councillors you elect to represent you Election day is Monday Oct Choose your regional candidates with care for they will have a monumental task for three years The quotation is taken from a pamphlet entitled The New Regional Municipality of It was received in the mail by most area residents late last week The words are wise but they come a bit late in terms of can didate nomination at least in North Halton Acclamations have cut the number of candidates to be elected to office and only a few remain The strongest race is for mayor where four men seek the single seat available If apathy has been shown towards nomination then it could also be reflected in voting turnouts Some candidates privately admit they expect a per cent voter turnout Oct That s deplorable Not the prediction but the possibility that public feeling towards the election is so cool that few members of the electorate will exercise their franchise Take that 35 per cent predic Do you the voters of North realize that with a figure that low a successful candidate for mayor could go into office with per cent of the vote What kind of mandate is that to govern Ten per cent of the voters could decide who will do what on behalf of 100 per cent of the population The selection may be democratic but the representation is not No one expects full turnout which doesn even happen under compulsory voting but enough of the voters must be interested to give the northern part of the region majority selection Just topping 50 per cent is not enough Put apathy aside and if you can make it when voters will select regional as well as area councillors school board trustees and a name for the new municipality of North Halton The reorgan of local government in is being earned out into a twotier system There will be two elected councils to look after citizen interests and their duties will be divided between those of regional and local interest There will be four municipalities The regional government in Halton wiU be composed of 24 members plus the chairman Allan M who was ap pointed at the end of July by the provincial government As chairman he will vote only to break a tie within the regional council Public utilities commissioners are not required to stand for election but will continue in office Councillors will serve for three years Takeover date is Jan Is everybody ready Park Management Plan The Ontario Federation of Anglers and Hunters is very pleased with the decision taken by the Ontario government with respect toHhe future- management of Algonquin Park The new management plan is very close to that suggested in the brief that the federation presented to the government in February of 1966 This brief suggested that the multiple use concept be applied and that removal of the timber resources be continued under very strict control This can be achieved under the Algonquin Forest Authority While the federation wants to see natural areas where no cutting will be allowed sprinkled throughout the park it is felt that a managed forested area can best serve the forest recreational needs of the majority of the users The proposed elimination of outboard motors requires a second look Would it not be better to limit outboard motor horsepower to or 10 all over the park and allow those not hardy enough to paddle a to enjoy the natural beauty and good landfill sites In my opinion is high time we Questioned the ex of these experts One t have to be a met to know when a meal is unpalatable In there are Recycling roups Con servo groups and other informed people who can offer good advice on this very important question a question so important thai it could cause a rift between North and South Halton that could never be healed I personally am not an expert on garbage disposal but I am informed enough to have been Invited to write an article an the ultimate an the garbage problem by a well know publishing house The article was ac cepted by the technical editors I contend that salvageable garbage must be incinerated to alleviate the energy crisis These are many plants all over the world that I have documented that burn garbage and produce energy As for cost for brevity sake I will only quote city of Montreal b plant initial cost is million dollars but there are benefits Little or no air soil or water pollution no vermin or pounds of suspended solids per day from the present mill discharge At the Abitibi Panel Products mill the heart of the treatment system is to be a floatation unit of 000 S design capacity to recover fibre The mill waste sewer system will be revamped to permit separation of process wastes from lean mill wastewater and following will also be installed a collection system a grit removal chamber a sludge thickener and a submerged dlffuser outfall Extensive initial bench scale testa indicated that a floatation unit would be more efficient than a In this application due to the nature of the wastewater Large scale pilot tests subsequently earned out by the company demonstrated that the floatation unit can be expected to achieve a removal efficiency of at least per cent thus removing a
