Georgetown Herald A Division of Canadian Newspapers Company Limited Main Street South Georgetown Ontario RICHARD HERALD THURSDAY JUNE Reserve Funds What Protection is There QUEENS PARK The path to regional govern is as lumpy as some of the roads in Ontario One Item of concern that is becoming widespread is the future of reserve funds Georgetown council is worried that a reserve fund for a recreational complex might be disbursed on a regional basis and not directly for the benefit of Georgetown residents The towns solicitor already has suggested to council that it might be wiser not to set up such a reserve fund He told council that funds will be controlled by the region if a particular activity for which funds are allocated becomes a responsibility of the region If responsibility for an activity remains local the money would remain local He concluded that the safest course would be to spend funds now on a local project Council has in mind acquisition of land for an arenacommunity hall The problem of reserve funds is further amplified by actions of nearby Township officials There Reeve Robert Williams has complained that in reserve funds will be taken over by the regional municipality of Peel if they aren spent by the end of the year Arthur Meen parliamentary assistant to treasurer John White has pooh such fears He said Section of the bill provides for the protection of reserve funds accumulated by the township from developers This is m keeping with promises made by the government he said But he added a note of caution Although he said he expects much of the reserve will be used up in the coming months on capital projects already planned Mr said any balance will be subject to special arbitration proceedings with any decisions subject to Ontario Municipal Board review There s the rub For all the protections promised things might well go awry Remember Robbie Burns analogy between mice and men Georgetown council might be wise to listen to its solicitor Safe Cycle Safer Child Bicycles are back on the streets in ever increasing num bers And their prevalence will grow as summer holidays begin Some of the children riding bicycles will survive the summer only through a large measure of good luck Much has already been said as it is every spring about the hazards of bicycles and how they should be operated with care and sense But little is made of the im of keeping bicycles in a good state of repair although parents are constantly subjected to steady streams of information about the wisdom of good auto maintenance In the space of only a few minutes parents could take steps to ensure that their children cycle m safety and are assured some chance of surviving the summer months That s as long as it takes to review a bike s mechanical safety Do the brakes work Are the handlebars fastened firmly into position Are the tires properly inflated Is the seat secure Are the pedals in good condition Is the chain mechanically sound What needs repair should be repaired The behavior of some cyclists and the conditions of their bicycles indicate that not all parents are conscious of this aspect of cycling safety The few minutes spared to check a child bike for safety and to make whatever repairs are necessary could spell the between life and death And while parents are at it they should continue to preach safe cycleriding practices look where youre going don weave in traffic obey traffic signs and signals don ride double etc Helping Hand Extended In today s age of alienation within society determination to organize a Georgetown area telephone contact centre comes as a ray of sunshine Initial steps have been taken to being and now a show of public support is needed to launch the venture and assure it of some measure of success Intent is to use non professional volunteers who would be trained to listen to people and to make referrals when necessary for a host of problems from marital to loneliness to drinking and drugs The telephone contact centre would become sort of a community shoulder a listening ear where persons who feel they have problems would be able to turn if only to unload a tale of sorrow Experience of many such centres other communities has shown that many persons who do make contact are only reaching out for a form of personal attention In todays fast paced world it is very easy to become lost in a crowd to develop a very great sense of loneliness even when surrounded by varied trappings of society It is then that problems seem to grow and to become unbearable A contact centre besides listening can provide referrals when required or when it is recognized they are needed and could even provide the motivation to help someone help himself In this sense then it is not intended to make the Georgetown operation a counselling service But in the realm of public service it is hoped that this service might lead to a dropin centre and hostel project to accommodate people in distress in f The is the guiltiest parly as a weed offender charged weed inspector Milton when he urged Georgetown arc Justified said Ihe irate town II an position when f can answer such complaints He asked what Ihe to do and if he could obtain some help with handcutting which is necessary in many locations loiter council contracted a Belfountain resident Archie who had cut weeds other years and hired him In start work on yearly job Irate about pressure by nun Charles llildebrandt to require council permission before any Irees are cut by the hydro commission Mayor Ern Hyde exploded briefly The matter under discussion was tree surgery on a maple at Ihe Queenhighway corner Council decided to leave decision about felling the to the property committee The Maple comer is a traffic hazard Reeve John Elliott told council suggesting cither a in Ihe stop signs or creation of a our way stop Mayor Hyde said the police chief minks making Main Street the stop would make Ihc situation worse Visibility at the corner can be Improved by cutting down a bank he suggested Reeve Elliott also suggested council should start planning improvements in eastern highway approach for next year
