Duby decries delays Nielsen Civiero plan Councillor Lea wants the town to state clearly what type of development they will accept for the 12 acre piece of land at Main and Wallace Streets Acton owned by Nielsen and Civiero of North Real Estate He said the planning board agreed to the land residential In March from Industrial and felt It Is only fair to let the applicants know exactly how many units of each kind will be approved He said the planner and the developer should work It out said the plan had been discussed for three or four years with considerable cooperation from the owners and pointed out there Is an abundance of Industrial land in Acton The site plan presented by the owners showing semi detached homes town- house units and 80 apartment units with a one acre park was not approved by the planner who wanted authority to investigate an additional six acres in the area before making a decision on the 12 acres Planner Brian Kropf said he could prepare this ad dltlonai information while working with the developer to redesign the subdivision Mayor Tom Hill the planning department for taking more than a year from the time the planning board agreed to designate the land residential to submit a report disagreeing with the site plan This is where we lose tax money and cost people who own land a lot of money Duby said he did not want discussions of the concept for the whole area to hold up the 12 acre plan any longer and emphasized he wanted the owners to know exactly what they are doing The planner report stated the higher density units should be closer to the collector roads since traffic lo the high density units does not have to go through low density areas He suggested access be on Wallace Street only The report termed the mixture of housing types desirable and pointed out condominium apartment huilding would add a type of not presently available in Acton It stated if residential areas on both sides of Highway are enlarged convenience commercial facilities might be developed in the area Planning board instructed the planner to work with the developer In redesigning the acre subdivision and to work on a neighborhood concept for the the budget draft ground to a halt when councillors objected to plans by Hills to debenture a large percentage of the 1978 sanitary sewer work The budget called for in sanitary sewer work to be done In George town this year and 090 of that is to be paid through long term borrowing and Burlington representatives objected to this because they suspect that equalized assessment will be introduced before the end of the year and their municipal ities will end up sharing debts Incurred by Georgetown I m not willing to look at municipalities individually anymore I think we have to look at thfa as one big area Chairman Jack said He claimed that a certain percentage of the cost of any work should be taken out of current revenue and if the current revenue isn there the work be done If Georgetown debentures for money now the rest of us will have to bail them out continued In Burlington case the draft budget calls for 240 in sewer work of which would be debenture would debenture than the other two That town would debenture 950 of a total of and Milton proposes to do 130 in sewer work and debenture nothing Acton would rely heavily on debentures to pay for 175 370 sanitary sewer work would be
