and attributed the In creases to Inflation During the first four years of our existence we have maintained a tight control over our expenditures Most of the higher costs which we were forced to accept have been as a result of inflation Where regional council has been in a position to control expenditures these expend lures hove been maintained at a reasonable minimum in relation to the need for the provision of services We can not deny the fact that there have been higher costs but much of these higher coats have been offset by higher provincial grants which are available to regional
