Councillors f the former Town of Acton supported a three town concept for Hal ton Burlington and North but see nothing seriously wrong with the final decision Hills is a viable unit with an assessment base large enough to meet the needs of the people In a reasonable and responsible manner In the past three years we have 1 Set responsible mill rates which I in vitc your staff to review Maintained a low debenture debt per for general purpose This has only been possible by paying for many capital expenditures from our current operating budget Worked diligently toward an Official Plan for Hills which should be ap proved in Spent many meetings reviewing the by laws and agreements of the three former municipalities in Hills and rewriting or amending same for our new town Developed a plan for updating urban and rural roads to be paid for out of our current operating budgets United our volunteer Depart under one Chief and updated Iheir equipment and facilities United the Public Works Department under one roof In the area and enlarged the property and buildings to accommodate them Spent funds in Recreation lo provide two new swimming pools rebuilt two old arenas and built i new out which operates twelve months of built many tennis courts and improved our parks and playing areas excellent department heids to plan and control our growth and operate Hills in a vcrv business like that has lost its identity If that is true the same can be said for and Georgetown It also feels that three Councillors is not sufficient representation on Council ind yet when you consider representation by population we are very favourahly represented The Committee contends thai the Georgetown Councillors control our development The Councillors in Ward III and IV have never voted in a is on again and a similar action is being launched by East Garafraxa Township and about dents of Dufferin and Wellington Both actions seek injunctions declaring an expropriation approval by Energy Mm Divisional Court rules on the matter One such bid has already been successful In Farther south hearings under the Expropriations Act resumed in Acton after i series of delays over nine months These hearings before Toronto lawyer Donald Meyrick are into the question of whether the proposed taking of land is fair sound and reasonably necessary in Ihe attainment of Hydro objectives these hearings technically deal only with the portion of the proposed jOOkilo voll line through Hills However he real battle going on during them is over Ihc matter of alternative routes for the entire corridor This particular line happens to be Ihe only one of its type built in Ihc 1970s without i prior public inquiry similar lo one conducted by for the kv line between and t our four years now citizen bodies like the County Corridor Committee the Interested Citizens Group have been impaignlng relentlessly but unsuccess for some kind of independent inquiry which would determine whether Bruce Milton route of a continued confrontation In the courts is a demon of a failure to look seriously at a lot of potential alternative routes The land will still eventually be taken and the big power line will be built will truly be a battle In which there be no winners Hydro has already lost in the sense that the construction program Is at least a year behind schedule And we oil have lost Incredibly in that the long delays in building the line will inevitably trap enormous amounts of generating capacity at Bruce The power can t gel out will have to be generated elsewhere with precious fossil fuels at a cost of up to million a day if the line isnt finished and in service by early We hope against hope that a way will be found of turning the Meyrick hearings into Ihe sort of study of alternatives the line opponents want Our hunch is that some honest public i dm ions by and Ihe Government would go a long way lo securing the sup port of the landowners in having work on line expedited Holton District
