Our neighbors in the United States have rejected the idea at the present time but this fact has been overlooked and its implications for this province and for Canada ignored We are adding another deterrent to the American tourist trade which is of con importance to our economy It would have been more sensible to have started by abandoning counting things by the dozen and adopting tens and hundreds instead This would have been true cation and of obvious benefit to all Alas That would surely be too simple for the bureaucratic idealogues whose fettered enthusiasm has deluged us in con fusion and expense Let these same en thusiasts consider that we also share other S standards for example pipe sizes and so on and act in concert with our principal trading partner in making Meantime Canadian Community Newspapers Association competition Same old problems 2 Ont August Dear Sir If there is one cabinet minister m Ontario who has proven his incompetency beyond a shadow of a doubt that cabinet minister has got to be Environment Minister George Kerr Having held three cabinet portfolios one of twice Mr Kerr has managed to blow each responsibility During his first stint as the Minister of the Environment in the early seventies conservationists and environmentalists urged him to do some thing about solid waste retumables etc we still have retumables and every community in Ontario has a garbage problem When Mr Kerr was the Solicitor General we had the infamous motel raid where inno cent people suffered the Indignities of body searches Mr Kerrs initial reaction favored this action Mr Kerr s short stint as Minister of Colleges and Universities was unproductive He may have been out of Congratulations to all the members of your staff deserving of this award and for making the streams in many areas are polluted beyond belief in fact Ontario an environmental disaster Now Mr Kerr in allowing Ihe Darlington Newcastle nuclear plant to go ahead without Environmental Assessment Hearings just endorses his incompetency The Environmental Assessment Act is a provision to ensure no environmental disaster occurs To by pass the Act criminal Mr Kerr may be popular at the polls I can School contest Chris Wood No limit on delegations A suggestion to limit the number of delegations at any council meeting to four went down to defeat last Tuesday night at Hills council meeting Most councillors did not want the public restricted to a certain number but favored a time limit on each Councillor Pat McKenzie said council spends so much time on delegations they don get down to the nitty gritty of town business He pointed out each delegation is limited to IS the region Councillor Miller suggested the adjournment hour be changed from 10 until 11 15 without a special motion to continue He pointed out the council meeting can be continued the next night according to the procedural bylaw Councillor Mike Armstrong claimed if the delegations were directed to the proper in the first place the number of delegations at council would be cut sharply Councillor Roy Booth agreed saying Just because people say they want to speak to council Is not enough the clerk administrator should direct ploughing Mayor Tom Hill is not inter ested in ploughing and made no bones about it when in to participate in the mayors ploughing match in County October l No way Im going to plough I previous separate Regional Chair man Morrow told Halton Hills council last Tuesday night His visit was part of a whirlwind tour of the councils of Milton and Hills on the same night I sec nothing has councils with eight staffs now cut to five He said there were five police forces where there is now one which he described as the envy of police departments in many parts of the country He claimed the 100 year old county system had to be overhauled to find ef fective solutions to modem day problems Morrow claimed regional planning benefitted everyone since formerly municipalities did not have the authority to plan for areas outside their own darics He said through regional govern ment the province is returning stepby step many of the planning res ponsibilitics Listing functions delegated to the region by the province Morrow Included the mandatory review of decisions of the Committee of Adjustment Land Division Committee and the approval of plans of subdivision He termed the latter a move toward greater self determination Speaking on landfill sites a subject on which Milton council had given him a rough time ho admitted Morrow said instead of separate poorly managed garbage dumps there will be one properly designed and operated landfill site He said six years and has been spent to locate a suitable site and forecast over 1 million dollars will be used to prepare the site and protect the countryside He pointed out resource recovery would be impossible with the capital of regional government since the cost would be prohibitive for any one area municipality He said the day was closer when the need for landfill will be greatly reduced regional chairman claimed the total assessment base of the entire region has enabled taxpayers to borrow at lower interest rates than would have been possible for separate areas He the regional takeover of water and sewers was necessary so that development could not outstrip servicing capacity He claimed savings on pooled use of equipment manpower Inventory and water meter repairs Pumping stations require backup equipment to ensure quick replacement in case of pump failure said the chairman and claimed standardizing by the region will make equipment available In stock and ensure prompt action He stressed the serious need that existed to reorganize local government and criticized the attitude of members whose sole aim is to return to the Old system which he claimed was with dup lication and an over abundance of elected people The problems we face arc serious and immediate and only the hard work of positive committed representatives will permit those solutions to be Questioned on the water situation the Regional Chairman ad milted it was the most complicated project he had ever been involved in He said the
