part of the property on Street part of the No school property At a meeting held August 19 1966 at the Centennial School the purchase of this property from the township school board was discussed Present at this meeting were Reeve Cameron Councillors D McPhedran W Parkinson and W Adsett Chairman of Village Trustees Hilts Trustee Smith and Secretary C O Brien All members of the School Board Chairman M Trustees D Smith lsile and R Secretary Day Minutes of the township school board state Council and village trustees met In session to discuss the proposals The two bodies decided that they wish to acquire this property for municipal purposes and so advised the board deed transferring this property to the council in trust for the village of states in part To have and to hold In trust to and for the use and benefit of the trustees of tho police village of Rock wood Its and their successors and to and for their sole and only use forever In my opinion the above prevents tho village trustees from disposing of any part of this property to private ownership I believe that tho members of council and village trustees at that were wise In making the decision that this property would be used for municipal purposes On the strength or this decision the school board agreed to the sale board no doubt also quoted a price favorable to the council and village trustees knowing that the property was to be purchased for municipal purposes and not for resale to private individuals Also I mlfht comment that the school board represented the ratepayers of the whole township and therefore any sole by the village to private individuals would constitute a breach of faith to ratepayers resident outside of the village and who had a financial interest in this property When council and village trustees In decided that this property would bo used solely for municipal purposes no doubt they were taking a long term viewpoint Noneofus know what the future will bring in terms of development In this area Water and sewers are now In the consideration stage Regardless of the results of present discussion on this matter it Is possible that action in this regard might bo taken within five 10 or more years Office and maintenance facilities will have to be provided of fire prevention services might have to be enlarged in the event of rcglonnl government facilities for this new government might be located in I earnestly suggest that the village trustees abandon any thought of disposing of any part of this property to private in dlviduals for reasons that I have noted
