thursday november 13 1972 the tribune pe 3 ken laushway accomplishments have been many for town mayor stouffville the inauguration ceremony will be conclusive the ritual an anticlimax the void in council inevitable when ken laushway hands over his responsibilities as mayor in january and bows out of municipal politics after 17 continuous years of service over 1000 resolutions have carried his signature 700 moved by himself and each in its way has affected the community and the people in it as a resident and business man in stouffville mr laush way has always been interested in the village its people and organizations ive been well supported in business by the people in the community he reflects i dont think one should take everything and not give anything back in the late 1940s he was on the park board for 8 years and as a member of the athletic club the forerunner of a recreation com mittee was involved in organizing the sale of shares to build the arena in 1949 he managed the arena for 4 years mr laushway was elected to council in 1955 when i joined he recalls the population of stouff ville was below 2000 we had no sewage system in the village and no police force there was a 1 man enforcement officer and he was a dog catcher wed have a meeting for half an hour and then not know what to do although he has stated that it was never his ambition to be head of council it seemed to be in the scheme of things that he should progress along with the village through 7 ac- claimations and 2 elections to deputy reeve in 1961 reeve in 1965 and after regionalization may or in 1971 my philosophy has always been that the municipality should grow as we can provide services lately we have been criticized for stopping development we did it on purpose to do it progressively without going into the hole two years ago stouffville and the twp of whitchurch were combined under regional government and ken laushway was elected mayor of the new municipality regional govern ment is smoothing out all the time and will take 4 or 5 more years to show its worth he predicts i am strongly in favor of it and tie number of services that can be shared the past 2 years have proved he is sure that rural and urban areas can work well together whitchurch and stouffville councillors usually see each others views even when there has been disagreement we have never gone out the front door when weve not been friendly this is im portant he also considers that he has had good luck in his relation ships with con stituents not once have i received a nasty letter or call ratepayers he ex plains called up but when they saw he wasnt going to lose his temper would simmer down and discuss problems rationally for local governments who cry that they have nothing to do they have plenty to do if they dont look after local interests they are going to lose the privilege of making decisions and the lower tier of ad ministration will be eliminated what of next years council and the new candidates dewy eyed with progressive zeal i like to see new people coming along but its not the best thing to change too many on council speculates mr laush way anyone new is going to spend 6 our municipal politics spans 17 years jim thomas months to a year breaking in if they make up their minds to serve they should study the municipal act and be knowledgable enough to make decisions we all have great ideas about what we are going to do we should say rather what we would like to do we are all creatures of the provincial govern ment in retrospect mr laushway remembers his tenure during centennial year with greatest nostalgia the community pride that was generated the redevelopment of civic square the generosity of people in contributing 15000 he looks analytically at the past the development he helped shape and the changing face of the area during his 17 years in office he looks hopefully at the future as years go by local councils through controlled development in the town and hamlets and preservation of farm and conservation areas have the op portunity to make whitchurch stouff ville one of the most wonderful places to live ken laushway is not an impetuous man his decision to retire was reached after the same sound deliberation that marks his era as council leader with solid respect the demands on the mayor have become greater i decided last summer not to run i would like to have free time to be with my wife 1 owe it to her and to myself the people in the municipality have been very good to me and i like to think in a small way my con tribution has helped them if a politicians worth is assessed on dedication then the tribune answers as an impartial witness at numerous council meetings ken laushway contributed more than in a small way his knowledge of legislation was profound and he flexed it to the benefit of all low income families in ontario will be able to recover up to 42 percent of their 1972 property taxes through income tax refunds financed by the on tario government the impact of the ontario program is shown in a staff paper made public this week by treasurer charles s macnaughton who said it justifies government concern over the action to offset the regressive effect of property taxation using guelph which is representative of the province as a whole the study found property tax credits for 1972 will range from 123 for low in come families to 50 for those earning between 10000 and 12000 maximum credit is 250 mr macnaughton said the property tax credit plan was in troduced in the 1972 budget as part of the governments con tinuing effort to make taxation more equitable the study he said shows the credits made the combined burden of income and property taxes correspond more closely to the ability to members of council and the community pay the property tax credits replace the basic shelter grants- which have been in effect in ontario since 1968 bylaw fines increased stouffville town council has approved a bylaw increasing the fine for breaking municipal bylaws the cost for such infractions has been raised from 300 to 1000 snow removal made easier stouffville a step towards im plementing a program to clear snow off town sidewalks was taken nov 14 when council agreed to the purchase of snow blowing equipment for this purp6se priority clearance is expected to be given sidewalks in front of senior citizens
