This was the message Oakville Mayor Rob Burton conveyed to a room of approximately 200 support- ers Thursday night, during a cam- paign rally at the International Union of Operating Engineers Banquet Hall and Conference Centre. Burton, who received a standing ovation from the crowd before he ever said a word, shared the podium with councillors Alan Johnston, Tom Adams, Allan Elgar, Roger Lapworth and Cathy Duddeck as he began his speech in which he called for Oakville to keep moving forward. The heart of this vision is to keep up with growth and to keep making developers pay for it and to keep Oakville the most livable town in Canada, said Burton to the cheers of those present. Do you imagine the developers are happy with this? Of course not, and that is why they are supporting old devel- oper-cozy candidates to turn back the clock. Burton said developers are fight- ing councils vision of Oakville by attempting to appeal the new Livable Oakville Official Plan, which desig- nates growth areas and protects employment lands. He also said developers are trying to appeal the recent 60 per cent increase in development charges, which Burton said is crucial in mak- ing development pay for itself, so it is not paid for with taxes. Oakville needs strong leadership as we face our opponents at the Ontario Municipal Board (OMB), said Burton. Burton also pointed out that under his leadership council took the lead in combating TransCanadas 900-megawatt gas-fired power plant, proposed for the Ford-owned lands of 1500 Royal Windsor Dr., passing an interim control bylaw to block the construction of power plants with a capacity greater than 10- megawatts until Town staff can com- plete a study, which determines where in Oakville power plants can be best accommodated. TransCanada challenged this bylaw, appealing it to the OMB. In the end, the OMB decided to uphold the bylaw, a decision TransCanada has appealed to the Supreme Court of Canada. The case will be heard in December. Burton took the opportunity to slam his opponent, former mayor Ann Mulvale, stating she never showed any interest in the power plant issue until she started cam- paigning. He also attacked Mulvales plan to pay for the $200 million commit- ment council has made to the new Oakville hospital stating these plans put the actual construction of the hospital in jeopardy. Burton said Mulvale wants to use development charges to pay for the local share and pointed out she has floated the idea of increasing these charges, so every new home built in Oakville would contribute around $400 to the hospital commitment. As Oakville has until 2015 to come up with the initial $130 mil- lion payment, Burton said Mulvales plan would require 325,000 new homes to be built in five years. As Oakville only has around 60,000 homes now, Burton said this plan is very unrealistic. Her bad math is going kill the new hospital if she wins and charg- ing developers for hospitals is illegal anyway. Mrs. Mulvale was mayor when Premier Mike Harris removed that power from us. She had the next 10 years, including three years as president of the Association of Municipalities of Ontario, to get that power back. She never did, said Burton. I met with both the current pre- mier and the leader of the official opposition while we were debating whether and how much we could support the hospital and each told me they would not support any change to the Development Charges Act. But, she thinks she can make them change their minds by making it an issue in the provincial election of 2011. Thats gambling with our healthcare. What will she do if she fails? She promised not to use debt. Maybe shell get the money from the tooth fairy. Burton said he has a plan to sup- port the hospital commitment through the creation of non-tax rev- enues. He also reminded residents not to be afraid of the Town taking on some of that hospital commitment through debt, which he said is not the terrible issue it has been made out to be. Our debt is nowhere near our capacity for debt. There is no debt crisis whatsoever in this town, said Burton.There are two kinds of debt, I want you to know. Theres the debt you the taxpayer pay for. After she (Mulvale) more than doubled that debt while she was mayor we cut that debt by almost nine per cent. The other kind of debt is the debt that other people pay for, like devel- opers.
