The website says answers to candidate questions are provided within seven days of the question form being filed, unless additional time and costs are required for research and record retrieval. If the information the candidate is looking for is not public information, the request will be denied at which point the candidate can decide whether they want to proceed with the request under the Municipal Freedom of Information and Protection of Privacy Act. Kay said he was told such an act was necessary when he attempted to get information regarding a funding model for the new Oakville hospital. "I can't even e-mail someone questions about their responses. I have to put in new questions. It's just the whole procedure that's frustrating," said Kay. "Imagine you had to put a question in, get an answer in seven days and then put in another follow up question depending on what that answer was. That just isn't service, that isn't communication and I'm hoping that by doing what I'm doing I'll actually attract some attention to the Town's willingness to attract candidates and the Town's transparency. That's really my purpose." Kay acknowledged he could make the candidate request policy an issue for his mayoral campaign, but said he felt his withdrawing from the mayor's race because of his frustration sent a stronger message. He also pointed out that now both Ann Mulvale and Rob Burton are running for mayor there is no longer a realistic chance he could win. Kay said he plans to spend the summer seeking the answers to his questions, which deal largely with the Town's accumulation of debt and what he sees as excessive Town staffing levels, as a resident and learning more about Mulvale's campaign. "I'll be trying to figure out where her platform is and if it is any different than when she left," said Kay. While he may have withdrawn from the race for now, Kay said he does have until early September to refile his candidacy if he so chooses. Whether he will do this depends on what he hears from Mulvale and the answers he is able to get, or not get, from Town Hall as a resident.
