Just over a year after Oakville adopted a Sustainable Green Fleet Procedure, an analysis by Town staff has found that hybrid vehicles are more expensive overall than traditional ones. After comparing the purchase price, fuel consumption and maintenance costs, the analysis found vehicle operating costs of hybrids are "indeed reduced, but so far it does not achieve full payback for the upfront capital cost of a hybrid vehicle, which is more expensive than the cost of a nonhybrid vehicle." The report, presented to the Community Services Committee on Tuesday night, goes on to suggest that lack of choice in available hybrid vehicles and the purchase of extended warranties are contributing to the additional hybrid cost. It also notes the two hybrid pickup trucks owned by the Town have been piloted in job positions with low kilometre usage and suggests that another hybrid truck be piloted in a job duty requiring high usage for further analysis. The Town currently owns 12 hybrid vehicles. Six cars are used by the Town's forestry and parking departments, while four SUVs are used by the transit and fire departments. The two pickup trucks are used by the forestry and the roads and works departments. Once the Town's new transit facility is completed, staff is suggesting a phase-in of hybrid buses. The report presented on Tuesday night noted that hybrid buses have many benefits, including reduced fuel consumption, decreased noise and less wear and tear. In addition to the purchase of hybrid vehicles, the Sustainable Green Fleet Procedure has seen the Town investigate new technology for some other pieces of equipment it uses. The purchase of two waterless and dustless street sweepers has been seen to be successful, while this summer will see the installation of catalytic convertors on four Town-owned riding mowers, in an attempt to reduce harmful emissions. Other green initiatives include the use of biodiesel fuels for summer off-road equipment, improved schedules for vehicle and equipment maintenance, a transit driver training program, and a ban on the use of drive-thrus by Town vehicles. However, even if approved, public art will have to battle it out with sidewalks, ice arenas and tax rates when it comes to budget time next year. The policy, which addresses how the Town deals with both its corporate art collection and public art, was approved at the Town's Administrative Services Committee meeting on Tuesday night. It still requires final approval at a meeting of the full Town Council next Monday night. Under the plan, public art would be paid for from a Public Art Reserve fund established by the Town. A staff report notes that donations to the fund would be accepted from the public, while the Town "shall encourage private developers to donate a percentage of project costs to public art." A Public Art Working Group would be established to oversee the program and provide recommendations on potential public art sites and artists. However, Town staff has not suggested a dollar figure necessary for funding the program. Instead, the issue of funding has been referred to the 2011 budget process.
