www.oakvillebeaver.com · OAKVILLE BEAVER Friday, May 7, 2010 · 4 Three consortiums qualify to bid on new hospital project After a grueling six-month selection process Infrastructure Ontario and Halton Healthcare Services have narrowed the list of applicants to design, build, finance and maintain the new Oakville Hospital to three. The consortiums, whose identities were announced Thursday, were selected based on their extensive development, design, construction, financial and facilities management capabilities and include Community Health Consortium, Plenary Health and Hospital Infrastructure Partners Inc. The selection comes less than a month after Oakville Council, in a decision that was not without controversy, voted to provide Halton Healthcare Services with $200 million needed for the local share of the hospital's funding The decision, which was supported by all but two councillors, will see the Oakville contribution paid in chunks with a $130 million payment due when the hospital is open and operational in 2015, another $40 million paid over the next 30 years to cover the hospital's lifecycle costs and $30 million paid at the time of the project's financial close, but only if it is seen as necessary by the council of the day. Each of the companies that may build this hospital are made up of several corporations. Hospital Infrastructure Partners Inc., consists of: ·Carillion Canada Inc. ·Ellis Don Corporation ·Fengate Capital Management Ltd. ·Honeywell Limited ·Scotia Capital ·Parkin Architects Limited in a joint venture with Adamson Associates Architects Plenary Health is made up of: ·Plenary Group/Innisfree ·PCL Constructors Canada ·B+H+STH, Joint-Venture Architects ·Johnson Controls ·Plan Group ·Modern Niagara ·Smith+Andersen ·Halsall Associates ·RBC Capital Markets Community Health Consortium is formed from: ·Lend Lease Canada Inc. ·Acciona, S.A. ·Aecon Concessions/Aecon Buildings ·Dalkia Canada Inc. ·Tribal Consulting Ltd. ·Investec North America Ltd. ·Acciona Infrastructures Canada Inc. ·Lend Lease Design/Build Canada Inc. ·Kasian Architecture Ontario Incorporated ·MAAP ·MMM Group ·Black & McDonald Ltd. ·E.S. Fox Ltd. ·Sprint-Insight Inc., Ltd. Initially four companies were considered for the project, however, only three were able to advance to the next phase of the selection process, which will see each company begin working on a proposal for the new Oakville hospital at the end of May. One year after this point, one company will be chosen and construction will begin. The new Oakville hospital is scheduled to replace an aging Oakville Trafalgar Memorial Hospital in 2015. "This is an important milestone on our journey to the new Oakville hospital," said John Oliver, president and CEO of Halton Healthcare Services. "The companies selected have put together highly qualified teams to work on the bids for our project. With proven track records in building large hospital facilities, we are confident that these teams will bring forward competitive bids with innovative design solutions that will result in the construction of the state-of-the-art health care facility that has been envisioned for Oakville." The design and construction of the new hospital will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED) rating system, with a goal of achieving LEED silver certification. Once complete the new hospital is expected to have a number of services including complex continuing care, rehabilitation, renal dialysis, acute inpatient care, inpatient and outpatient mental health and a new cancer clinic that will provide chemotherapy administration, blood transfusions, clinical trails and procedures for oncology and patient care resources. "Today's announcement demonstrates the McGuinty government's commitment to move this project forward," said Oakville MPP Kevin Flynn. "Oakville residents deserve a modern hospital with the programs, equipment and expertise, which will allow patients to access the care they need close to home."
